bids will be accepted from all business concerns for Tennessee Public
Lands Highway Project TN PLH 1-1(24) in Monroe County, TN, and North
Carolina Public Lands Highway Project NC PLH 1-1(36) in Graham County,
NC, consisting of resurfacing approximately 21.5 miles of Tellico
Plains-Robbinsville Road from Milepost 1 to Milepost 23 in Tennessee,
paving approximately 4 miles of Tellico Plains-Robbinsville Road from
Station 10+00 to Station 221+20 in North Carolina, constructing various
safety improvements and scenic byway enhancements, and other work.
Principal items of work and approximate quantities are as follows:
Removal of Asphalt Pavement, 5,000 SQYD; Roadway Excavation, 1,400
CUYD; Loose Riprap, Classes 2 and 3, 1,200 TONS; Aggregate-Topsoil
Course, 9,000 TONS; Hot Asphalt Concrete Pavement, 63,350 TONS; Asphalt
Pavement Milling, 1.5 inch Depth, 252,000 SQYD; Cold-Recycled Asphalt
Base Course, 1.5-inch Depth, 235,000 SQYD; Stone Curb, 16-inch Depth,
3,400 LNFT; Guardrail System, 11,900 LNFT; Guardrail Terminal Systems,
290 EACH; Stone Masonry Guardwall, 900 LNFT. The project is expected
to fall within the price range of $2,500,000 to $7,500,000 and has a
construction completion date of August 31, 1996. Invitation for Bids
No. DTFH71-95-B-00017 to be issued on or about May 2, 1995. Plans,
proposal and contract booklets, standard specifications, and other bid
documents, will be available on or after the issuance date, from the

is strongly recommended that all requests for bid documents and
planholder's lists be received 7 calendar days before bid opening to
ensure receipt of requested materials. Requests for 'faxing' or
overnight mailing will not be accepted. Bid opening on or about June 1,
1995, at 2:00 pm, local time at the Office of the Division Engineer,
Federal Highway Administration, Eastern Federal Lands Highway Division,
21400 Ridgetop Circle, Sterling, Virginia 20166-6511. The following
applies to Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has bonding programs to assist
minority, women-owned and disadvantaged business enterprises in
acquiring short-term capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
