COMMERCE BUSINESS DAILY ISSUE OF APRIL 21,1995 PSA#1330US Army ARDEC, AMSTA-AR-PCW-A, Building 10, Picatinny Arsenal, New
Jersey 07806-5000 12 -- MODIFY GUN CONTROL ASSEMBLIES FOR USE ON THE M109A6 PALADIN 15
5MM SPH SOL DAAE30-95-R-0050 DUE 052295 POC Major John Thiel,
email=jthiel, Contract Specialist, 201-724-2920, Gregory L. Gorman,
email=ggorman, Contracting Officer, 201-724-3271. The U.S. Army ARDEC
requires modification of the M109A2/A3 gun control assemblies for use
on the M109A6 Paladin 155mm Self-Propelled howitzer. The M109A2/A3 gun
control assemblies operate at a hydraulic pressure of 925 to 1200 PSI
and the modified assemblies for the M109A6 operate 1925 PSI. Based
upon the Government furnishing approximately 1028 used M109A2/A3 gun
control assemblies to the contractor, the contractor shall overhaul the
used assemblies per DMWR-9-2350-311-2 (1 Nov 90) and modify all of the
assemblies per the approved Government engineering change proposal
P0034, test, package and ship them to the schedule. The schedule for
the completion of the 1028 assemblies is as follows: Basic Qty 198 each
1994, plus option qty 430 each 1995, and option qty 400 each 1996.
Specific testing requirements: A. Testing of modified control
assemblies will require a hydraulic test bench capable of MIL-STD-1246
level 200 hydraulic cleanliness and delivering MIL-H-6083 hydraulic
fluid at 2000 PSI, 15 GPM. Associated pressure and flow measurement
devices will be required. The respondent must also be able to measure
the angular displacement of the control handle to an accuracy of plus
or minus .5 degrees. B. Testing of the modified spool and sleeve
assemblies will require the fabrication of a suitable test body and the
use of centering device to establish spool displacement. These test
equipment requirements are in addition to the equipment requirement in
A above. Site inspections may be necessary. The Government will
restrict the number of contractors eligible for award to those
contractors approved on the Qualified Manufacturing List (QML). Both a
successful bench test and a Government conducted system test will be
required in order for a contractor to become qualified to modify the
M109A2/A3 assemblies. The Government point of contact for this effort
