Sources Sought CBD Announcement for the TACAWS THERMAL BATTERY. The
Research, Development and Engineering Center of the U.S. Army Missile
Command has a requirement to develop a lithium thermal battery for use
in the TACAWS Technology Demonstration Missile. The battery shall be
fabricated in a fashion commensurate with comparable lithium thermal
batteries which are provided to the Army for use in man handled missile
systems. This battery is currently intended for use only in
proof-of-principle testing and not for use in a fielded system. This is
a primary battery which is inert until activated by firing an internal
electric match or squib which initiates battery activation. The
battery consists of two identical cell groupings within a common
housing which are electrically independent of each other (no common
terminal) and from the battery case. These cell groupings are referred
to as the SYS 1 and SYS 2 outputs respectively. SYS 1 and SYS 2 are to
operate within the range of 28.0 - 36.0 volts over the time of life.
Neither is to exceed 36.0 volts at any time, or drop below 28.0 volts
under load. In general SYS 1 must supply a steadily increasing current
from 6.0A up to 10.5A at end of flight. SYS 2 must supply a background
current of 3.5A continuous with superimposed repetitive random current
spikes of 8A, 5A, 6A, and 10A over time of flight with a max peak
requirement of 20A at .2sec duration. Total energy expenditure is
projected as 20kJ for SYS 1 and 10kJ for SYS 2. Minimum battery life is
85sec required, 100sec desired. Time of life is to be maximized as a
design consideration. Battery activation is to be accomplished by means
of a single squib or match, which shall be a 1-amp/1-watt no-fire,
5-amp all-fire device. The battery case temperature should not exceed
a linear rise to a maximum of 360 deg F above pre-activation
temperature at any point on the case over the time of life when under
load. The battery shall not vent or rupture before, during, or for at
least 120 seconds after activation. Outer case diameter is 2.375 inches
max. after initiation, with maximum overall length of 4.5 inches
inclusive of terminals. The rise time from activation to the time at
which the battery output voltages have risen to a minimum of 35.0 volts
shall not exceed 1.5 seconds over the given temperature range. The
battery internal resistance measured between the positive and negative
terminals of both SYS 1 and SYS 2 outputs respectively shall be a
minimum of 1000 ohms at 36 volts. The battery shall withstand an
applied voltage of up to 36 volts for a period of 10 hours continuous
with no degradation in performance upon activation. The battery shall
be capable of providing the following minimum isolation resistances: a)
SYS 1 Negative to SYS 2 Negative: Resistance shall be no less than 100
ohms, b) SYS 1 and SYS 2, Positive and Negative Terminals to Case:
Resistance shall be no less than 1000 ohms for the operating life of
the battery. The battery shall be required to operate in the
temperature range of from 30 degrees F to 100 degrees F, and shall
withstand, temperature shock of from 160 degrees F to -50 degrees F, 12
G lateral and 24 G longitudinal accelerations, and a 20 G terminal
sawtooth with a duration of 6 to 9 msec shock. The battery sahll meet
operating altitude conditions of exposure to barometric pressure
varying from mean sea level to 10,000 feet. All battery markings shall
be electroetched on the case as prescribed. Terminal markings shall be
legibly stamped. The battery shall be designed to the maximum extent
possible to preclude hazards to personnel and equipment in its
handling, testing, and operational use. The battery shall not explode
after hot soak during discharge into 80% of peak current capacity. The
battery shall not explode during autoignition test at 600 deg C. The
battery shall not explode when discharged into no load. A total
deliverable quantity of twelve (12) batteries is needed NLT March 1996
to support the TACAWS flight test program. The following information
is requested relative to the above requirement - no more than five 8
1/2 by 11 pages on the technical approach the contractor proposes for
the development of the above battery and no more than five 8 1/2 by 11
inch pages on comparable lithium battery developments, qualification,
and delivery to the Department of Defense for missile applications
that the contractor has performed during the last 5 years (details such
as missile system, battery size, voltage and current capability over
time, safety record, Government POC and phone number having knowledge
of this battery). To be considered, response must be received no later
