Western Area Power Administration of the Department of Energy plans to purchase by means of a sole source acquisition Programmable Logic Controller Equipment (Automated Substation Control) consisting of 19 integrated parts and various software and manuals from MODICON/Square D Company, 4100 East Mississippi, Suite 1900, Denver, CO 80222, or its authorized vendor(s) in accordance with 41 U.S.C 253(c)(1) and FAR 6.302-1(a)(2). This equipment will be used to demonstrate application of programmable logic control technologies to full-scale integrated substation control. This equipment must use the same communications protocol as existing equipment, be able to be physically plugged into the existing MODICON backplane equipment racks, and be fully compatible with other equipment and software incorporated into the design. Firms that recognize and can produce the required items described above are encouraged to identify themselves to the Contract Specialist and provide sufficient technical data to demonstrate capability to meet the requirements and compete for the current or future solicitations. The time required for approval of new suppliers, however, may be such that award and delivery may or may not be delayed pending approval of a new source.
