Jaramillo, (505)846-4547, The Phillips Laboratory, 2000 Wyoming Blvd
SE, Kirtland AFB NM 87117- 5606, is conducting a Sources Sought
Synopsis to determine Firms capable of providing a Water Scan Sensor.
The Water Scan Sensor is base on resonant absorption by water vapor
molecules in the near infrared. Permits measurement of water vapor over
an extended range of concentration: 1x10 to the 15 power to 7x 10 to
the 17 power molecules cm-3. Note: range can be extended to less than
1 x 10 to the 13 Power molecules cm-3 with high dynamic range option,
not included.) A Tunable, near infrared diode laser is used as the
probe source. Optical fibers are used to transmit the diode laser light
to the volume to be tested. The system is computer controlled, the user
interacts with the monitor through several graphic user interface
windows. The entire system is controlled by a 486 PC. System comes
precalibrated and ready to use. Data reduction is automated and a water
concentration measurements are displayed at a 1 HZ rate. Optically
based, uses room temperature diode laser and low noise optical
detectors. entire lineshape recorded to eliminate errors due to
pressure and temperature broadening, measurements can be made over a
large total pressure range (sub Torr to atmospheric pressure), PC based
system, windows based graphic user interface for easy setup and
operation automated diode laser operation and data reduction remote
operation possible. Automated data reduction, provides real-time water
measurements, Fiber optic delivery system, provides easy access to
measurement volume, allows sensor use in harsh environments, extensive
calibration performed prior to shipment, Field calibration Kit
included, power requirements 110V. Please Submit literature or
Brochures in adequate detail to determine capability to meet or exceed
all requirements to the above address. This synopsis is for
information and planning purposes only and does not constitute a
solicitation for proposal. Responses to this synopsis will be reviewed
within 15 calendar days of this publication. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the bid advertising phase of this acquisition. The purpose of the
Ombudsman is to receive and communicate serious concerns from potential
bidders when a bidder prefers not to use established channels to
address concerns during the bid advertising phase of the acquisition.
Potential bidders should use established channels to request
information, pose questions and voice concerns before contacting the
Ombudsman. For serious concerns only, potential bidders are invited to
contact the PL Ombudsman, Bruce Grunsten, Phillips Laboratory, 3550

this announcement should indicate whether they are or are not a Small
Business, a Manufacturer, and 8(a)firm, a Socially and Economically
Disadvantaged Firm or a Women-owned Business. The Government Reserves
the right to Set-aside this requirement for 8(a) Program, Small
Disadvantaged Business, Small Business or Historically Black Colleges
and Universities, Minority Institutions based on responses to this
