Provide all labor, material and equipment necessary to perform routine
dockside repairs to the USCGC Papaw (WLB-308). The major items which
may be performed include but are not limited to the following: 1. Clean
and Inspect Heat Exchangers 2. Inspect, Overhaul, Test Weight Handling
Equipment 3. Overhaul Anchor Windlass Assembly 4. Overhaul and Weight
Test Shipboard Davit Crane 5. Provide Temporary Logistics 6. Provide
Temporary Berthing 7. Overhaul and Test Motor Cargo Boat Davit 8. Renew
Deck Coverings. 9. Test Padeyes and Link Assemblies 10. Preserve Buoy
Deck 11. Preserve Sewage Collection and Holding Tanks 12. Clean and
Inspect Sewage and Grey Water Collection and Holding Tanks etc.
Vessel's homeport is Galveston, TX. Vessel length is 180'. Vessel
availability schedule is 07 August 1995 for 28 days. There will be a
non-refundable charge required in the form of a certified check or
money order made payable to the U.S. Coast Guard in the amount of
$100.00 for requested U.S. Coast Guard specification reference
drawings. The proposed contract listed here is part of the Small
Business Competitiveness Demonstration Program and is open to both
large and small businesses. Plans and specifications will be issued on
or after 01 May 1995. All responsible sources may submit a bid which
shall be considered by the United States Coast Guard. For Minority,

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500.00 per contract to provide accounts
receiving financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
