COMMERCE BUSINESS DAILY ISSUE OF APRIL 21,1995 PSA#1330ELECTRONIC COMMERCE: BUREAU OF RECLAMATION, SMALL PURCHASES, DENVER
COLORADO to begin Electronic Commerce on May 1, 1995. The Bureau of
Reclamation, Reclamation Service Center (RSC) (excluding the
Administrative Service Center) located in Denver, Colorado, will make
a major change in the way that it conducts business beginning May 1,
1995. The RSC will begin a pilot project that will enable it to conduct
business via an Electronic Data Interchange (EDI) feature included with
the Interior Department Electronic Acquisition System (IDEAS). Note:
Only the RSC (excluding the Administrative Service Center) located in
Denver, Colorado is participating in this pilot project. All other
Reclamation offices will continue to conduct business in the customary
manner. Upon implementation, almost all of the RSC requirements with
an estimated value between $2,500 and $25,000 will be conducted
electronically. RSC will post Request for Quotations (RFQ), receive
quotes, award purchase orders, and place orders against General
Services Administration Federal Supply Schedules electronically. The
electronic interface between industry and IDEAS will be through Value
Added Networks (VANs), which are owned and operated by commercial
firms. All EDI transactions will be posted on each of the VANs. In
turn, industry will be able to electronically access and respond to
RFQ's, and receive awards electronically. For a current list of VANs,
