Army Engineer Division, Huntsville, intends to procure a basewide contract for energy conservation projects at the Simulated Air Ground Environment (SAGE) complex located in Syracuse, New York and the Barnes Building, located in Boston, Massachusetts. This procurement is restricted to those firms competitively selected by Niagara Mohawk Power Corporation and Boston Edison to participate in energy conservation program in their territory and firms on the DOD prequalified ESPC list for all technologies established 1 Jan 95. This acquisition is in accordance with the Energy Policy Act of 1992, Public Law 102-486, 42 USC 8287, 10 USC 2865 and Defense Energy Program Policy Memorandum 94-2. A firm-fixed price requirements contract is anticipated. The contract term is 15 years and may be extended up to 25 years. It is anticipated that the solicitation will be issued on or about 15 May 95 and proposals received on 27 Jul 95. A preproposal conference will be conducted to familiarize potential offerors with the site and specific work requirements. Technical evaluation factors will be set forth in the solicitation. The Standard Industrial Code applicable to this procurement is 8999. For the purpose of this solicitation any concern whose annual receipts over the past 3 years do not exceed an average of $5 million is considered small business. (0109)
