202-685-3154 SOLICITATION NOTICE. This procurement is UNRESTRICTED. The
Standard Industrial Classification (SIC) Code is 1542, general
contractor nonresidential buildings, other than industrial buildings
and warehouses. The project includes DESIGN AND CONSTRUCTION of a new
five level open parking facility located at the Washington Navy Yard,
south of O Street SE, at Parsons Avenue and 10th Street SE. Competitive
negotiation procedures will apply. The contractor shall provide all
design documentation and construction including architectural,
landscape, civil, structural, mechanical, plumbing, and electrical
engineering as required. The scope of this project includes the removal
or alteration of any existing construction at the site as required.
Demolition includes the removal of existing Building 320, a one-story
brick gas station, the existing parking lot on site, miscellaneous
paving, and site improvements and the alteration, relocation and
removal of utilities as described. The facility shall provide a minimum
of 1065 parking spaces within the structure and three additional spaces
on 10th Street. The structure shall have a brick and precast concrete
exterior with decorative banding and medallions of precast concrete
composed in the design. The facility shall have stair towers and three
accessible glass backed hydraulic elevators. The structure shall also
contain two public toilet rooms. The design and construction of this
project shall be complete within a maximum of 550 calander days.
Competive negotiation procedures will apply. Contractors will be
required to submit both technical and price proposals. The following
technical criteria will be required: (1) Relevant Experience/Past
Performance; (2) Schedule Management and Control; and (3) Coperate

Requests for bidders list must be made separately. Please note that
plans and specifications will be issued on a ''first come, first
serve'' basis until supplies are exhausted. The projected date for
issuance of plans and specs is 8 May 1995. The projected date for
receipt of proposals is 8 June 1995. Pre-proposal conference and site
visit information will be provided in the solicitation. The estimated
cost of construction for this project is between $5,000,000 and
