has the intent to award a contract for advanced, post-doctoral
research work in the area of variable-length signal processing at the
Air Force Institute of Technology (AFIT), School of Engineering,
Department of Electrical and Computer Engineering. The awardee shall
perform investigations into the foundations of variable length signal
processing in the context of fourier and wavelet analysis, such as
multidimensional non separable Malvar wavelets on arbitrary grids for
applications to image and video data processing, Malvar wavelets and
their connections with time-varying filter bank theory multirate filter
bank lattice structures, multidimensional nonseparable discrete wavelet
transforms, perfect reconstruction nonuniform sampling filter banks:
necessary and sufficient conditions, factorizations and design,
multidimensional multirate filter banks with perfect reconstruction
property: necessary and sufficient conditions, factorizations and
design. The awardee shall also perform research toward development of
algorithms to achieve advances in flexible signal detection and
discrimination schemes for application to problems in areas such as
speaker identification and anti-jamming, such as, signal models using
Malvar wavelets, time-varying filter banks, signal reconstructions
using wavelet models: sampling, interpolations, extrapolations and
moment problems, adaptive multirate filter banks in random processes
with applications in speech. The awardee shall prepare two technical
reports--an interim report, approximately at the chronological midpoint
of research, containing preliminary results, and a final report
published as an AFIT technical report. The awardee shall present final
research results to AFIT faculty at a one-hour seminar at the
conclusion of the period of performance. The quality of research
conducted shall be sufficient for publications in an appropriate
archival, refereed professional journal. The expected period of
performance is a basic year with one option year. The solicitation will
be issued approximately 05 May 1995. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use proposal development phase
of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman located in ASC/CY, Bldg 2041,
