sought for engineering and technical R&D support of the
Chemical/Biological Defense Division, Crew Systems Directorate,
Armstrong Laboratory, Aberdeen Proving Ground, MD. This contract will
support and augment two developmental areas: chemical and biological
detection sensor technologies and chemical and biological
decontamination technologies. The required support includes the
evaluation of existing systems and emerging technologies and the design
and fabrication of system/subsystem breadboards. The evaluation
consists of system definition, experimental design, system/technology
demonstrations, and recommendations on the enhancements/improvements of
the systems/technologies. The design and fabrication of breadboards
will enhance/improve the systems/technologies to meet the needs of
chemical/biological defense requirements. In addition, re-engineering
of test facilities and design, fabrication, and integration of new and
unique components/subsystems are required to enhance operability and
improve equipment capabilities and reliability for advancing
chemical/biological defense technology. An Indefinite
Delivery/Indefinite Quantity type contract with Cost-Plus-Fixed-Fee
(CPFF) delivery order procedures is contemplated for this effort. The
period of performance is anticipated to be 60 months. The contract will
include an Organizational Conflict of Interest clause. A SECRET
Security Clearance WILL NOT be required in performance of this work.

determine whether your firm is small is: '''Small business concern'

bidding on government contracts, and qualified as a small business
under the criteria and size standards in 13 CFR Part 121.'' In this
case, the size standard applies to those business concerns that have
not had more than $20 million in annual receipts during the previous
accounting year. ''Concern'' means any business entity organized for
profit with a place of business located in the United States, including
but not limited to an individual, partnership, corporation, joint
venture, association, or cooperative.'' The Air Force reserves the
right to consider a small business set-aside based on responses to this
synopsis. Each firm responding to this synopsis shall include its
assigned Commercial and Government Entity (CAGE) Code (i.e., Federal
Supply Code for Manufacturers, a five digit code assigned by Commander,
Defense Logistics Service Center, Attn: DLSC-SBB, Federal Center, 74 N.
Washington, Battle Creek MI, Ref DoD 5000.12(M). Small businesses
interested in this effort must respond with a complete
capability/qualification package describing the firm's technical
expertise and experience, personnel and facilities, and motivation for
participating in this program. Indicate whether your firm is or is not
