Subcontractors Section (303) 275-3120. The U.S. Department of Energy
(DOE), through the National Revewable Energy Laboratory (NREL), is
seeking expressions of interest in research and development (R&D)
projects which include integration of hydrogen production, storage,
transport, and use technologies. The purpose of this notice is to make
a preliminay determination of the interest of State agencies,
universities, commercial organizations, and others in forming
collaborations to participate and cost-share in these R&D projects. The
integration of component technolgies into subsystems will assist in the
evaluation of performance, economic viabilty, and environmental
benefits of these systems as well as identification of further R&D
needs. The DOE seeks to identify opportunities for collaborations that
will lead to technology validation of integrating hydrogen components
into subsystems, such as the integration of production with storage.
Work under this announcement will be in support of the Matsunaga
Hydrogen Research, Development, and Demonstration Act of 1990 (P.L.
101-566) and the Energy Policy Act of 1992, Section 2026 (P.L.
102-486). If sufficient interest is generated by this notice, it is
anticipated that a formal Request For Proposal (RFP) will be issued
during late 1995 or early 1996 for the validation of the technical
feasibility of integrated hydrogen systems. Failure to respond to this
notice will not disqualify potential offerors from competing if and
when a competitve RFP is issueds. However, responding will ensure that
potential participants are notified of any RFP and any activities
related to an RFP, including preproposal conferences. Expressions of
interest should not include detailed plans or proposals. However, they
should include, at a minimum, the following information: (1) the name,
address, telephone number, and if available, the FAX number of a
primary contact person and key collaborators; (2) the potential
participants, their affiliations, their proposed roles, and
documentation of their interest in the project; (3) the type(s) of
technology expected to be proposed; and, (4) an estimated cost and
degree of cost sharing. It is expected that the DOE will administer
this program, will technical resources provided from field management
by NREL. Parties interested in responding to this notice should submit
