Telephone 301/443-4980 The Center for Substance Abuse Prevention (CSAP)
proposes to award a one (1) year cost-reimbursement, completion type
contract, with four one year extension options to provide programmatic
support for the National Prevention Database (NPD) Project. This
contract will (1) conduct an assessment of prevention planning and
reporting needs in 4 to 6 distinct State sites (2) develop a design and
architecture recommendation for implementing the NPD system (3)
demonstrate a working prototype of the NPD (4) assist in drafting the
implementation portion of the project for competition for award of the
NPD and (5) support the Government Project Officer in the monitoring
of the follow-on contract. The contractor who is awarded this contract
will be ineligible to compete for the implementation phase of the NPD.
It is estimated that 12 months will be required for this project, with
an additional 48 months if all of the options are exercised. Estimated
issuance date of RFP No. 277-95-1028 is May 8, 1995 and responses are
due to be received in the Contracting Office 30 calendar days
thereafter. The solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Bulletin Board
System (BBS) at 1 (800) 424-2294 or by mail. To download from the BBS,
you should set your communications program at 8 data bits, 1 stop bit,
and parity at none (8-1-none). SAMHSA's modems will communicate at 1200
to 9600 BPS and can negotiate with higher speed modems. If your modem
is slower than 1200 BPS, you will not be able to use this BBS. Our
software can use several common tranfer protocols. We recommend Zmodem
if it is available in your communications program; however any of
those listed on the BBS should prove satisfactory. Large files will be
posted as self extracting compressed files to save time during the
transfer. Hardware compression features in the modems will be relied
upon to provide compression for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified below that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for emendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing and will be honored if
received within 20 days of the issuance date. To receive a hard copy of
the RFP please supply this office with a self addressed mailing label.
There is no assurance that copies requested after the twentieth day
after release of the solicitation will reach the requestor before the
due date for receipt of responses. Written requests must be addressed
