issue an RFP for the management and coordination of the NASA
Educational Workshops for Mathematics, Science and Technology Teachers
(NEWMAST) and the NASA Educational Workshops for Elementary School
Teachers (NEWEST). The RFP will recognize all offerors under Full and
Open competition procedures, however there is a 40% Small Disadvantaged
Business subcontracting goal. Failure to submit a Small Business/Small
Disadvantaged Business Concerns Subcontracting plan that meets the
mandatory goal could have a serious impact on evaluation of offers. The
purpose of the NEWEST and NEWMAST programs is to recognize and honor
excellent elementary and secondary level teachers and to provide
leadership programs for the updating and renewal of their science,
mathematics and technology backgrounds for secondary teachers and a
multi-disciplinary approach for the elementary teachers in aeronautics,
space science and technology. This service is currently being provided
by the National Science Teachers Association (NSTA), Arlington,
Virginia. A one-year, cost-type contract with four one-year options is
contemplated as a result of this solicitation. The contractor will
generally be required to provide the following: (a) An existing,
in-place system of contacts throughout the United States and its
territories in public, parochial, and private elementary and secondary
schools; (b) Consultants and advisors to national educational
organizations and agencies such as the United States Congress,
Department of Education, National Science Foundation, National
Education Association, National Science Teachers Association, National
Council of Teachers of Mathematics, International Technology Education
Association, etc.; (c) Publications, journals,, newspaper articles
espousing positions on education issues and approaches to improving
education in the United States by writers crediting the organization's
expertise and professionalism; (d) Standing network of
teachers/educators for education advice, consultation, and recruitment
for participation in the NEWEST/NEWMAST program. The SIC code for this
proposed acquisition is 8211; the applicable small business size
standard is $5 million average annual revenue. All requests for the
