Contact Point, John R. DeVito, (215) 349-1225. It is the intention of
Amtrak to solicit Technical and Cost Proposals within eight (8) weeks,
for construction of a temporary construction deck over existing
electrified railroad tracks inside Penn Station, located in New York
City. The deck will be used as a work platform to abate asbestos and to
isolate tracks and passenger platforms from construction activity. The
General Contractor awarded this contract must be bondable and have the
capability of performing at least 30% of all work with their own
forces. The contractor will perform their scope of work under the
direction of Amtrak and a Construction Manager. The performance period
for this contract is estimated at 175 calendar days. THE SCOPE OF WORK
INCLUDES: Concrete work, structural steel and spray-on fireproofing,
steel stairs and railings, rough carpentry and wood joists, demolition,
drywall, fencing, excavation and backfill, asbestos abatement and rock
excavation. The contract will be awarded on a lump sum, firm fixed
price basis. Firms who can demonstrate project experience as follows
are preferred: 1. Minimum of ten (10) years experience as a General
Contractor, capable of performing contracts in the $1MM to $5MM value
range. 2. Experience as a ``Prime Contractor'' working in a railroad
confined space environment in close proximity to live catenary. 3.
Experience working inside a limited access facility in New York City.
4. Proven ability to successfully schedule and manage projects within
time constraints associated with frequent track outages and work by
others. The firm awarded the contract would be required, at a minimum,
to provide the following ``key personnel'' under the contract: 1.
Resident Engineer/Superintendent (Engineering Degree preferred, P.E.
State of N.Y.) with a minimum of three (3) years railroad construction
experience as a Resident Engineer or Superintendent. 2. Quality
Control Inspector with a minimum of five (5) years railroad
construction related experience as a Quality Assurance Inspector. 3.
Scheduler (part time) with a minimum of three (3) years experience in
the use of Primavera Software with emphasis on the expedition version
of same. In addition to the above ``key personnel'', the General
Contractor will be required to provide executive and supervisory staff
for the duration of the contract, and ensure that ``key personnel''
are properly supported by home office and other resources to meet all
responsibilities of the General Contractor under the contract. If your
