Division at: (402)221-4266. The Air National Guard, through the
Construction Management Division of AFCEE, intends to procure the
design and construction of a technical support facility at Buckley Air
National Guard Base, Colorado. The scope of work includes design and
construction of a complete and usable project consisting of labor,
consultant services, materials, equipment, all necessary site
improvements, structure, surveying and site work by a signle
contractual entity. The contractual entity may be a ''design-build''
firm, or joint venture between an architect-engineer (A-E) and
construction firm, or a construction management (CM) firm joint venture
with an A-E and a construction firm. The design shall be accomplished
by a Registered Professional Engineer, who can demonstrate previous
experience in the design of structural elements similar in shape and
span. The building will be approximately 54,000 square feet,
monolithic, mostly windowless 1-story structure, complete and ready for
operation. The facility will function as an administrative ''commercial
office type'' building to support required functions of the Aerospace
Data Compound. It shall include a training center and auditorium. The
majority of the facility is a standard administrative type facility
occupied 10 hrs/day, 5 days/week. Building population is approximately
315 occupants, with a peak load of approximately 545 people. The
Government will provide techinical requirements. Competition will be
unrestricted. The Government intends to obtain the facility by
negotiation with qualified Proposers based on technical, design and
cost competition source selection procedures. The total estimated
amount available for design and construction is between $5,000,000 and
$10,000,000. Proposals will be solicited on a firm fixed price, lump
sum basis. Performance and payment bonds will be required. Proposals
will be evaluated based on technical merit and price. No telephone
requests for the solicitation package will be accepted. The anticipated
release date of the Request for Proposal (RFP) will be 30 calendar days
following this announcement. The RFP will provide proposal requirements
for those offerors who wish to be considered. A pre-proposal conference
will be held two to three weeks after the release of the RFP. All
responsible sources meeting the criteria set forth in the FRP may
submit a proposal which will be considered by the Government. All
requests for RFP package must cite RFP Number DACA45-95-R-0046. Only
one copy of the RFP will be provided per requestor. Small &
Disadvantaged Businesses are encouraged to participate & will be used
