U.S. Environmental Protection Agency anticipates procuring on a sole
source basis an electrically powered shuttle bus through Potomac
Electric Power Company (PEPCO) (1900 Pennsylvania Avenue, N.W.,
Washington, D.C. 20068) to demonstrate through ongoing research,
development and testing the feasibility of utilizing an advanced
technology electric shuttle bus operating daily on an existing shuttle
bus route serving EPA's employees in Washington, D.C. This
demonstration project is intended to explore the feasibility of routine
use of a prototype electrically powered vehicle in an existing shuttle
bus program as a means of preventing and controlling air pollution,
consistent with EPA's mission objectives. PEPCO, in collaboration with
the Electric Power Research Institute (EPRI), will acquire the bus on
EPA's behalf and conduct ongoing research including but not limited
to; the study and analysis of the length and type of shuttle route that
can be run with an electrically powered bus; the possibility of
extending the battery range; the maintenance and operating constraints
of this alternative power technology; the market applicability of this
technology and; alternate methodologies and environmental implications
of supplying air conditioning on these buses. PEPCO, through its
tailored collaboration agreement with EPRI, is considered uniquely
qualified to acquire the bus and provide preliminary research, testing
and technical assessment and evaluation of the feasibility of an
electric shuttle bus operating in a diverse climate under a realistic
operating scenario, provide the necessary support, operation and
maintenance of the electric shuttle bus, and monitor, research, collect
and analyze the results of this feasibility demonstration project.
Additionally, EPRI and PEPCO will at a minimum contribute and assume
50% or approximately $150,000 of the capital costs necessary for
acquire the bus for EPA, fully fund all data acquisition, collection
and project management costs, and contribute $40,000 to a battery
replacement and repair fund. The Agency contemplates a contract with a
base period and option periods totalling 36 months. NO SOLICITATION IS
AVAILABLE. All interested parties must respond within 45 days of the
date of publication of this announcement. All interested parties shall
include at a minimum: (1) technical information on the proposed
product and services which clearly support the requirements outlined
above and; (2) provide estimated pricing and supporting cost data that
is sufficient to make a reasonable determination that competition is
feasible. Written responses in the form of a routine letter requesting
