Authority for Other Than Full and Open Competition: 10 U.S.C. 2304(c)(1) Request all prospective offerors submit any and all technical questions concerning this acquisition in writing to Jill Bowen/LDKSG/303 Wilson Rd., Suite #2, Kelly AFB, TX 78241-5442 or fax: 210-925-1073 no later than 5 May 95. Answers to all technical questions will be sent to all prospective offerors prior to the issuance of the solicitation package. Unapproved sources will be required to submit a source approval request (SAR) package concurrently with proposal. Standard SAR requirements are applicable as well as the following: Package must state the location of a similar item for anticipated viewing by the government and state all minor modifications that will be made to the existing item to meet the government's minimum requirements. This is a nondevelopmental item (NDI) acquisition, i.e., any existing product or item that can meet the DoD need with no more than minor modification. The SAR package must also address how product will be compatible with existing adapters. Evaluation will be based on the SAR package and the availability of a similar item. It is the offeror's responsibility to ensure that a similar item is available for viewing and that technical personnel will be present to answer questions at this viewing. Again, the similar item must require only minor modification to meet the government's minimum requirements. Solicitation will detail SAR requirements. Due to voluminous documentation, all applicable adapter T.O.s will be available for viewing at Kelly AFB after issuance of the solicitation.
