Moffat, Contract Specialist, 505-846-4571. The Air Force Phillips
Laboratory, Directorate of Operational Contracting, PKOS, Kirtland AFB,
New Mexico, is seeking potential sources to provide a Fiberlign
IFS2001, or equal, fusion splicer for fiber-optic cable, quantity 1
(one). The splicer shall have the following specifications: 1) perform
automatic alignment and fusion of single and multimode fiber, 2) be
able to handle fiber sizes of 80-400um cladding diameter and core of
(4um, 3) built-in launch port w/ST connector and adaptability for other
connectors, 4) viewing system showing 2 perpendicular views of the
fiber, minimum 4 inch b/w CRT, CCD closed circuit imaging, w/75X
magnification, 5) positioning resolution of .1 micron on 3 axes, 6)
software shall be menu driven, 7) memory capacity shall have a minimum
of 20 splice programs, 8) Arc current adjustable from 12-18ma in .1ma
steps, 9) Arc time adjustable from .1-25 seconds, 10) typical splice
loss of .05db, 11) powered by internal batteries which will give 200
splices per charge. Recharge time of 8 hours. Also can be powered by
110vac, 50/60 Hz, or external 12 vdc, 12) weight not to exceed 40
pounds, 13), automatic splicing must compensate for differences in
fiber and environmental conditions, 14) on-site training at Kirtland
AFB, NM. Firms responding must submit technical documentation (i.e.
technical literature, brochures, schematics, etc) for the fusion
splicer being offered. Firms responding should indicate if they are a
Small Business, a Socially and Economically Disadvantaged Business, an
8(a) qualified business, or Woman-owned Business. The Government
reserves the right to consider this acquisition for the 8(a) program,
SDB set-aside, and HBCU/MI set aside based on the responses to the
synopsis. For the purpose of being considered a small business, the
following applies: SIC Code 5065, Size Standard, 100 employees. An
ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is to receive and communicate
serious concerns from potential offerors when an offeror prefers not to
use established channels to address concerns during the proposal
development phase of the acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
