J. Fitch. The Air Force Development Test Center (AFDTC) intends to
acquire competitively one each EMI/EMC Receiver. The test apparatus
will be required to produce reliable test results that meet the
requirements of the Jan 1993, and previous versions of, MIL-STD-461D,
Electromagnetic Emission and Susceptibilty Requirements for the Control
of Electromagnetic Interference. The test apparatus must also meet the
regulations for International Special Committee on Radio Interference
(CISPR), Verband Deutscher Elektrotechniker (VDE) and Federal
Communications Commission (FCC). The items shall not require
non-recurring engineering and will be off-the-shelf products to conduct
EMI and Electromagnetic Compatibity (EMC) system level test
integration. The specific areas of system level testing that are
required by the MIL-STDs-461 include conducted emissions (CE), radiated
emissions (RE), conducted susceptibility (CS), and radiated
susceptibility (RS) test prodedures and methods. The following items
listed will be required to meet the government requirement to upgrade
the Pre-Flight Integration of Munitions and Electronics Systems
(PRIMES) facility to certify and become an accredited EMI/EMC national
laboratory by completing the National Laboratory Accreditation Program
(NVLAP). The items listed will be compatible and connected with the
existing PRIMES EMI/EMC software and hardware. Minimum electrical
specifications include the frequency range (30 Hz to 18 GHz),
resolution bandwidths, rf attenuation, passband frequencies, tracking
generation, compression points, and parallel detection capability
specified in MIL-STDs-461. Minimum software requirements include
automated testing with Macro capability and MIL library functions with
built-in transducer tables and limit lines. Display of near real-time
spectrum is required. Items required: EMI test receiver, windows based
software for EMI test receiver, software driver for EMI test receiver,
and script development kit. Required delivery is 120 days after award
of contract. Technical questions may be directed to Kathy Render at

solicitation. After the solicitation is issued, all technical questions
must be in writing and directed to the Contracting Office/AFDTC/PKOS.
A solicitation has not yet been prepared for this acquisition. Replies
to this synopsis should be provided to AFDTC/PKOS, 205 W D Ave Suite
541, Eglin AFB FL 32542-6862. All responsible sources may submit a bid
which will be considered. (No contract award will be made on the basis
of bids/proposals received in response to this synopsis.) Firms
responding to this solicitation should reference F08651-95-B-0102 and
indicate whether they are or are not a small or small disadvantaged
business concern as defined in FAR 52.219-1 and 52.219-2 and whether
they are a manufacturer or dealer/distributor. The Air Force reserves
the right to consider a small business set-aside based on responses
