deliver F.O.B., Waterways Experiment Station, one (1) Dynamic Shear
Rheometer (DSR). The following features are required: capability of
performing controlled stress and strain experiments from at least 1E-5
to 90 HZ; usable torque range should extend from at least 0.001 to 50
millinewton-meters for liquids and solids testing; 8mm and 25mm
parallel plate measuring systems with the capability for upgrade to
perform rheological measurements of liquids and gels; automated gap
setting for precise gap control from experiment to experiment as well
as autogap zeroing; automated thermal gap compensation to account for
volume changes of the sample and measuring system during the
experiment; normal force measurement that does not interfere with the
measured torque and ranges from at least 1- 2000 grams with precision
of 0.1 gram; the normal force feature must be capable of maintaining a
user-defined normal force during the course of the capable of

experiments; position range from at least 5E-5 to 6.28 radians/sec; an
active inertia compensation\correction; the ability to run the
DSR/SHRP specification tests on asphalt; software must be capable of
exporting data in an ASCII format and must contain a module for
determination of the requirements set forth by the SHRP (Strategic
Highway Research Program) for DSR testing; temperature range capability
using conductive heating/cooling from at least - 150 to 400 deg. C with
precision of + or - 0.1 deg. C and heating rates of at least 20 deg. to
temperature calibration features such that the temperature recorded in
the data files is the accurate temperature based on an external
calibration. It is anticipated that a firm, fixed price contract will
be awarded as a result of this solicitation. DACA39-95-R-0051 opening
