Administrative Support Center (DASC) has a requirement to acquire
software, training, and maintenance at Defense Manpower Data Center,
Seaside, CA. The software to be acquired is a commercial-off-the-shelf
rule-based development tool for MVS mainframe application building.
The compatibility reqirements for the existing hardware and software
platforms are: Must run in a PC DOS (windows) and MVS Mainframe
Environment; direct interface to VSAM, flat files (QSAM) and Relational
DB (ORACLE) on the LAN; use Windows Presentation Tools and have a
Windows look for fielded applications; Forward-chaining (data-driven)
and backward-chaining (goal-driven) interface engine; optimize for
batch-processes, compile and asynchronous API; system implementing both
objects-oriented data handling and rules (to limit process based
rules), some means to modularize or compartmentalize rule sets,
callable from PL/1 and Visual Basic; compatible and operational in a
Novell Network Environment, Graphics Development Environment and
adaptable coding syntax; some form of change management for multiple
developers, technical support on the use of this software will be
required as determined by the Government experience minimum one year).
Training will be provided to the DMDC staff in the use of the
Rule-Based Tool and in the rule-base analysis and design methods.
Software maintenance will include all updates, revisions, releases,
corrections enhancements and standard problem resolutions. Written
requests asking to be placed on the Solicitation mailing list without
providing the above requested information will not be honored.

analyzing responses to this synopsis the Contracting Officer may
