80916-2749 A -- FY98 SPACE APPLICATIONS TECHNOLOGY PROGRAM Contact, Mr. Tim
Tweed, Contracting Officer, 719/554-8840. As part of the Army Space
Applications Technology Program (SATP), US Army Space and Strategic
Defense Command (USASSDC) is searching for ideas from industry and
academia on how space-related technologies can be used to help the US
Army perform its current and future missions. The purpose of this
sources sought announcement is to solicit potential technology
candidates for the FY98 SATP planning process. USASSDC Missile Defense
and Space Technology Center (MDSTC) is interested in reviewing
technologies that, once matured, may be used in a future Army Space
Exploitation Demonstration Program (ASEDP) efforts. Examples of topics
of interest are: near real-time knowledge of the enemy; missile and
force detection and tracking; reduced sensor-shooter timelines; remote
precision targeting; weather and other remote sensors; enhanced
soldier survivability; personal communicators; early entry platforms;
space control; battlefield digitization; GPS battlefield applications;
communications; channel selectable battlefield awareness; and Space
Test Program efforts. The objective of the SATP is to explore,
demonstrate (breadboard), and evaluate space-related technologies in an
effort to increase the effectiveness of the warfighter, and to develop
technologies into a demonstration program resulting in an improved
operational capability for the Army of the 21st Century, FORCE XXI.
After a government review process (supported by the ASEDP SETA
contractor ARINC Research Corporation and their associated
subcontractors), successful companies will be requested to present a
briefing on their submission at an Industry and Academia Conference
(IAC) to be held in Colorado Springs, Colorado, July 25-27, 1995. Due
to potential proprietary issues, the IAC audience will be restricted to
US government personnel, USASSDC support contractors, and Federally
Funded Research and Development Center representatives. Submissions
will be evaluated based on the following criteria: a) REQUIREMENTS:
Meets an identified battlefield deficiency for which no system
currently exists, or provides a unique means to more effectively
perform an existing mission; b) MEETS MISSION: Compatibility with, and
suitability to, Army roles and missions consistent with joint and
combined operations ranging from training and field exercises and
military operations that include peacetime, operations other than war,
and war; c) CONSTRAINTS: Candidates unrealistic costs, size, weight,
or other operational or logistical constraints; d) TECHNOLOGY
DEMONSTRATION CONCEPT DEFINITION: Definition of candidate's concept as
it relates to Army mission needs and the capability to be provided; e)
PAYOFF: Relative payoff if candidate is successful versus the
likelihood of success. (Address potential benefits vs risks.) SATP
technology candidate submissions must be provided by 9 June, 1995 to
