COMMERCE BUSINESS DAILY ISSUE OF APRIL 25,1995 PSA#1332Deputy Chief of Staff for Contracting/US Army Space Command (FWD),
ATTN: MOSC-SC, 1670 N. Newport Road, Suite 211, Colorado Springs, CO
80916-2749 B -- FY97 ARMY SPACE EXPLOITATION DEMONSTRATION PROGRAM Contact, Mr.
Tim Tweed, Contracting Officer, 719/554-8840. As part of the Army Space
Exploitation Demonstration Program (ASEDP), US Army Space and Strategic
Defense Command (USASSDC) is searching for ideas from industry and
academia on how space-related technologies can be used to help the US
Army perform its current and future missions. The purpose of this
sources sought announcement is to solicit potential operational and
conceptual demonstration candidates for the FY97 ASEDP. USASSDC is
interested in reviewing potential systems that may be demonstrated in
the current or future ASEDP. Examples of topics of interest are: near
real-time knowledge of the enemy; missile and force detection and
tracking; reduced sensor-shooter timelines; remote precision targeting;
weather and other remote sensors enhanced soldier survivability;
personal communicators; early entry platforms; space control;
battlefield digitization; GPS battlefield applications; communications;
channel selectable battlefield awareness; and potential Space Test
Program efforts. The ASEDP goal is to develop requirements for
space-related capabilities resulting in an improved operational
capability for the Army of the 21st Century, FORCE XXI. The overall
objective of the ASEDP is to explore, demonstrate, and evaluate
space-related technologies in an effort to increase the effectiveness
of the warfighter. US Army Field Manual 100-5, Operations, outlines the
Army's operational doctrine. The Army's future vision is embodied in
Training and Doctrine Command (TRADOC) Pamphlet 525-5, FORCE XXI
Operations. Getting from where we are today to FORCE XXI, presents a
challenge that USASSDC for space capability initiatives, together with
TRADOC Battle Labs, are steadfastly pursuing. After a government
review process (supported by the ASEDP SETA contractor ARINC Research
Corporation and their associated subcontractors), successful companies
will be requested to present a briefing on their submission at an
Industry and Academia Conference (IAC) to be held in Colorado Springs,
Colorado, July 25-27, 1995. Due to potential proprietary issues, the
IAC audience will be restricted to US government personnel, USASSDC
support contractors (to include the ASEDP SETA contractor ARINC
Research Corporation and their associated subcontractors), and
Federally Funded Research and Development Center representatives.
Submissions will be evaluated based on the following criteria: a)
Requirements: Meets an identified battlefield deficiency for which no
system currently exists, or provides a unique means to more effectively
perform an existing mission; b) Meets Mission: Compatibility with, and
suitability to, Army roles and missions consistent with joint and
combined operations ranging from training and field exercises and
military operations that include peacetime, operations other than war,
and war; c) Maturity: Maturity of the system or how soon it will be
available for demonstration/fielding; what system development is still
required; d) Constraints: Candidate's unrealistic costs, size, weight,
or other operational or logistical constraints; e) Demonstration
Definition: Definition of candidate's concept as it relates to Army
mission needs and the capability to be provided; f) Payoff: Relative
payoff if candidate is successful versus the likelihood of success
(Address potential benefits vs risks); g) Transition: Ease with which
system/capability could be inserted into Army fielding processes. ASEDP
candidate submissions must be provided by 9 June, 1995 to the following
address: US Army Space Command, ATTN: MOSC-OPI, 1670 N. Newport Road,
Suite 211, Colorado Springs, Colorado 80916-2749. To request a copy of
the ASEDP submission format, please contact Mr. Chris Olmedo. Direct
any questions to Mr. Chris Olmedo (olmedoc@spacecmd-emh2.army.mil)
(719) 554-8715 or Mr. Craig Baker (bakerc@spacecmd-emh2.army.mil) (719)
554-8721. This is not a RFP and does not commit the government to award
a contract now or in the future. No RFP is expected to be issued as a
result of this survey. See in this respect sources sought published
under Classification Code A for related information. (111) Loren Data Corp. http://www.ld.com (SYN# 0010 19950424\B-0005.SOL)
