Administration is seeking sources that can provide maintenance for the
Security Control System (SCS) which is operated by proprietary
software in Baltimore, Maryland. The primary function of the SCS is to
monitor various building doors, access doors to Data Collection Panels
and particularly sensitive areas to assure that the facility is not
penetrated. The SCS consists of the facility that houses the equipment
modules used to monitor sensors and control actions, the computer
whose function is to (a) continuously monitor the status of the sensors
located throughout the facility; (b) automatically record any changes
in their status and alert the Emergency Control Center (ECC) to those
changes; (c) record all actions taken by the ECC staff at the Computer
Controlled Monitoring System operator's console; (d) control access to
the protected zones in the facility by validating the identification
codes on magnetic cards and the password entered at key sets at each
entry point; (e) record all entries and exits to the protected zones;
(f) initiate the Closed Circut Television (CCTV) video cameras and
recording system in response to events detected through the sensor
system; (g) alert the ECC staff to unauthorized attempts to enter a
protected zone with security sensors; (h) release the turnstile gates
at each entrance point to protect zones to authorized individuals; and
(i) under emergency conditions (usually generated by activation of a
manual-pull fire alarm, or multiple independent smoke detectors being
activated) to activate the deluge system, activate the prerecorded
evacuation message, and to release door locks for evacuation of the
building; the card access control subsystem; the fire/safety subsystem;
the intrusion subsystem; and the CCTV monitoring subsystem. Thorn
Automated Systems, Inc. installed and integrated the initial components
into a complete system with many unique hardware modifications. The
software is proprietary and was developed by Thorn exclusively for use
on the SCS. Because of these hardware modifications and proprietary
software developments, Thorn is the only known source for this
maintenance requirement. Organizations having the required expertise
and capabilities are invited to SUBMIT INFORMATION discussing such
capabilities. Information furnished should also include an outline of
previous experience and projects. The information respondents provide
shall pertain the the synopsis only: cross-referencing to material
previously submitted is not recommended. No cost nor pricing data is
required or requested. THIS IN NOT A REQUEST FOR PROPOSAL and the
Governement does not intend to pay for the information solicited or
received. Respondents will not be notified of the results of the
evaluation of the source data received, but sources deemed qualified
will be solicited when requests for proposals are issued. The
anticipated date for release of the RFP is July 1995. Any interested
