ALUMINUM SURVEY VESSEL Sol. DACW61-95-R-0041. Due 062195. Contact
Michelle Bertoline, Contract Specialist (215)656-6914. The vessel to be
acquired is an all aluminum, diesel powered, waterjet propelled, survey
vessel. The vessel is for use in support of the Surveying Mission of
the Savannah District. The vessel shall be a minimum of 38 feet long on
deck, between point of bow and transom, exclusive of fendering. Maximum
overall beam shall not eceed 14 feet. Maximum draft shall not exceed 3
feet. Testing will be required and must be performed in open water
prior to delivery. A full spectrum of testing to prove the design and
engineering concepts is required. The acquisition utilizes the Two-Step
Formal Advertising Method prescribed in Subpart 14.5 of the Federal
Acquisition Regulations. Step One consists of submitting technical
proposals. The technical proposols will be evaluated to determine that:
1. The proposal is numbered, dated and signed by a Corporate Officer;
2. The proposal contains all the data and information required by Part
III, ``PROPOSAL REQUIREMENTS''; 3. The vessel is within the range of
physical dimensions of Part II; 4. The proposal hull form is an
existing design with proven performance, suitable for and capable of
operating safely in the service and conditions outlined in the Design
Criteria, or is based upon a significant body of credible research; 5.
The proposal contains an adequate plan for the Evalution Team to
witness operation of the proposed vessel hull and verify performance;
6. The vessel meets all of the design criteria of Part II of this RFTP;
7. Simplicity of construction and ease of maintenance are apparent in
all features; 8. All machinery and equipment applications are
appropriate for the intended service and represent machinery currently
in productin and in use in other similar service; 9. Pilothouse and
control locations are such that the operator has unobstructed
visibility about the vessel, particularly when underway; 10.
Superstructure arrangement and headroom povide adequate working space;
11. Acceptable treatment of habitable spaces for reduction of
machinery-generated noise and vibration have been incorporated into the
vessel; 12. ``First Class'' workboat practice is apparent in all
aspects of design. The technical proposals shall not include prices or
pricing information. Step One will be made available on or about 22
May 1995 with Technical Proposals due by C.O.B. 21 June 1995. In the
Second Step, 1. Only bids bsed upon technical proposals deterined to be
accpetable, either initially or as a result of discussions, will be
considered for award, and; 2. Each bid in the Second Step must be based
on the bidder's own technical proposal. 3. Offerors should submit
proposals that are acceptable without additional explantation or
information; 4. The Government may make a final determination regarding
a proposal acceptability solely on the basis of the proposal as
submitted, and; 5. The Government may proceed with the Second Step
without requesting further information from any offeror; however, the
Government may request additional information from offerors of
proposals that it considers reasonably suspectible of being made
acceptable, and may discuss proposals with their offerors. A notice of
unacceptability will be forwarded to the offeror upon completion of
the proposal evaluation and final determination of unacceptablility.
Only one technical proposal may be submitted by each offeror. Step Two
will be accomplished by Sealed Bid Procedures. This acquisition is
100% Set-Aside for Small Business Concerns. The applicable SIC Code is
