proposals for research on most of these projects are scheduled to be
issued during the second half of 1995, and research is expected to
begin early in 1996. A preliminary announcement containing more details
on these problems was distributed in April to all those on the NCHRP
project-statement mailing list. Prospective proposers may be added to
