(703) 706-2779. Notice of Intent. The U. S. Army Intelligence and
Security Command (INSCOM) intends to enter negotiations with Tufts
University to establish a one year with four one-year options cost
contract pursuant to FAR 6.302-1 to furnish the following services for
the National Ground Intelligence Center, Charlottesville, VA.: 1)
Radar Absorptive Material (RAM) Parametric Measurement services
utilizing a four inch bore superconducting magnet dispersive fourier
transform spectrometer (DFTS) to measure the values of the complex mu
and epsilon (including their polarimetric properties) as a continuous
function of frequency over the range 10 to 300 GHz using Government
furnished RAM specimens; 2) Develop, construct and extend the
capability of a Backward Wave Oscillator drive DFTS measurement
apparatus capable of measuring the values of the complex electric
permittivity (including polarimetric properties) for RAM samplles, as
a continuous function of frequency over the 33-50 GHz and 75-100 GHz
frequency range. This notice of intent is not a request for competitive
proposals. Prospective contractors who believe they can perform this
service shall provide specific and detailed technical documentation to
support their claims and abilities within 15 days of this publication.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
