Randolph L. Kesling. This synopsis is published pursuant to the
requirements of Federal Acquisition Regulation Subpart 5.2- The
Morgantown Energy Technology Center plans to negotiate with BIRL, Inc.
for the analysis of ceramic component development technologies by
applying scientific rigor to the understanding of ceramics processing
primarily as it applies to candle filters and coatings for heat
exchanger tubes. Of particular interest is an understanding of how
process variables will affect final properties in ceramic components,
and what steps will be critical in the scale-up process. In addition,
an understanding of fiber interface coatings as they apply to hot-gas
filters is required. A summary of the state-of-the-art ceramic coatings
to protect silicon carbide exchanger tubes will be required. THIS
ANNOUNCEMENT IS NOT A FORMAL SOLICITATION. This synopsis is for
planning and information purposes only, and is not to be construed as
a commitment by the Government. Interested firms may submit to the
procuring office within fifteen (15) days of publication of this
notice, written information in duplicate concerning their abilities to
perform the work as described above, and which clearly shows
familiarity with the described work. This information should include
the following: 1) current and past experience in the analysis of
ceramic component development technologies, including evidence of
participation on Continuous Fiber Ceramic Composite (CFCC) teams and
with the Integrated High Performance Turbine Engine Technology (IHPTET)
program, 2) evidence of possession or access to adequate facilities for
the work to be performed, and 3) list of key personnel and their
specific technical expertise. The response must reference the
