(CDC) contemplates awarding a sole source contract to the Kootenai
Tribe of Idaho for a twelve month contract to identify, collect,
record, evaluate and deliver data, unique to the Kootenai Tribe of
Idaho as appropriate for input into the Hanford Environmental Dose
Reconstruction (HEDR) Project and the Hanford Thyroid Disease Study
(HTDS), which are currently being sponsored by CDC under separate
contracts. In 1986, the Department of Energy (DOE) made available to
the public over 19,000 pages of documents describing radiation releases
and environmental monitoring during the earlier years of plutonium
production at the Hanford Nuclear Reservation in Richland, Washington.
Subsequently, approximately another 25,000 pages have been released to
the public. According to these documents, large amounts of radioactive
materials (primarily Iodine-131) were released into the atmosphere
around the Hanford facility between the years 1944 and 1956. The
disclosure of this information led to concern among persons living in
close proximity to the facility, including members of eight Native
American Tribes. Residents and members of these Tribes have questioned
whether such past releases may have increased their risk for
developing disease. The HEDR and HTDS projects resulted from these
concerns. The Secretary of Health and Human Services (HHS) and the
Secretary of DOE entered into an agreement by Memorandum of
Understanding (MOU) dated December 24, 1990 (copy attached). This
agreement states that the epidemiology research programs to be managed
by HHS include selected ongoing and future health studies that test
hypotheses, including dose reconstruction and exposure assessment
studies that are essential for conducting these epidemiologic studies.
The MOU states that HHS agree to initially continue existing DOE
contracts listed in the agreement, which includes the HEDR Project.
Since 1992, the HEDR Project has been conducted by Battelle PNL under
contract with CDC. Native American data collection is not included in
the current CDC contract with Battelle. The Hanford Thyroid Disease
Study, is a Congressionally mandated study to determine whether
communities exposed to Hanford radiation releases (including Native
American Tribes) experience a greater risk of thyroid disease as a
result. It is being conducted by the Fred Hutchinson Cancer Research
Center under contract to CDC. In 1992, CDC began establishing sole
source contracts with the eight affected Tribes to collect data for the
HEDR and HTDS projects. The purpose of the contracts is to attempt to
calculate credible dose estimates for all potentially affected
individuals using accurate and detailed demographic data and determine
the feasibility of a separate study of thyroid disease among the
affected Tribes. In April 1994, final dose reports issues by Battelle
PNL indicated that because of the reservation location and the pattern
of radiation dispersion, members of the Kootenai Tribe of Idaho may
have been exposed to sufficient radiation to warrant their inclusion in
the studies. The data required for these projects is unpublished and
unique to the Kootenai Tribe of Idaho. In addition, the information
required by the projects is protected by the Tribal Council and must be
collected by Tribal representatives. In view of the importance of both
the HEDR and HTDS Projects, the need for Tribal data to support these
ongoing projects, and the recognition that only tribal members can
provide the data, it is imperative that a contract be established with
the Kootenai Tribe of Idaho to support these activities. Offerors
meeting the above requirements are required to submit a capability
statement detailing their ability to meet the Government's requirement
within fifteen (15) days of this announcement citing RFP No.
200-95-0940(P). Offerors who request a copy of the solicitation and/or
simply provide a statement that they can perform the work required
will NOT be considered. In the absence of other qualified sources, it
is the Government's intent to make a sole source award of a contract to
the Kootenai Tribe of Idaho. Only those responsible sources that meet
