VA 23665-2771 B -- CONTRACTED ADVISORY AND ASSISTANCE SERVICES (CAAS) IN SUPPORT OF
H1 AIR COMBAT COMMAND (ACC) Contact: 1Lt Keith Schmidt is the

Government requires Contracted Advisory and Assistance Services (CAAS)
for Headquarters Air Combat Command (HQ ACC) staff directorates, in
support of various missions, Combat Air Forces (CAF), and command,
control, communications, and intelligence activities. Contractor
personnel must be trained professinals in their fields of study. This
contract will: serve as a vehicle to provide further broadened
technical and analytical tools; support or improve policy development,
management, and administration; or improve the operation of systems
supporting the ACC mission. The command also requires CAAS support
during several phases of planning, programming, acquisition, and
implmentation cycles of various Government systems, and compliments the
Goverment's technical expertise in accomplishing its' mission. All HQ
ACC directorates are considered primary using activities for this
contract effort, however, other organizations and agencies supporting
HQ ACC programs or projects may also be authorized users. All federal
guidelines of CAAS contracts apply. Air Combat Command Contracting
Squadron (ACC CONS), Langley AFB VA, will issue a draft RFP for
industry comments around 25 May 95. The CAAS services will include
studies, analyses, and evaluations (SAE), management and professinal
support services (MAPSS), and engineering and technical services (ETS).
The contract is an indefinite delivery-indefinite quantity (IDIQ) firm
fixed-price (FFP) basis with the option to issue cost plus fixed-fee
(CPFF) task orders. The SIC code for this procurement is 8742 and the
size standard is $5M, providing for multiple awards with two awards on
an unrestricted basis and one award as a result of a SB set-aside (SB,
SDB, or 8(a). SBs will be asked to submit a qualifications package in
response to the draft RFP. Total ceiling for all contracts in aggregate
will not exceed $150M (subject to change before solicitation is
issued). Qualification requirements will be delineated in the cover
letter to the draft RFP. Contractors already on the bidders mailing
list (BML) do not need to respond to this notice. Final RFP will be
issued in late June or early July. Contract award will be made in late
November or ealy December (schedule subject to change). For these

the firm's name, an individual's name who will be responsible for
