B -- REQUEST FOR QUALIFICATIONS FOR CONSULTING SERVICES FOR UPGRADING WATER QUALITY MODELING FOR THE DELAWARE RIVER ESTUARY PURPOSE: The Commission is seeking a Contractor to provide consulting services for development of a new, more state-of-the-art, waste load assimilative model to replace the existing Dynamic Delaware Estuary Model for the Delaware River Estuary and to provide a linkage of storm-induced loading models to the new assimilative model for the estuary. PROJECT: Emphasis should be placed on building upon completed modeling efforts conducted for the Delaware Estuary. The platform model to be considered shall be the U.S. Environmental Protection Agency DYNHD5/EUTROWASP model, or one with somewhat similar suitability and development cost. A selected platform model must provide availability of full usage of the model including availability of source code to Commission staff and designated other users within the Delaware River Basin. Qualifications should be specific to expertise with development and operation of water quality models for estuary and tidal rivers. Examples of such specific experience should be provided. OTHER REQUIREMENTS: The Contractor shall provide insurance per Commission requirements. SUBMISSION: Interested parties shall submit ten copies of a statement of their qualifications and supporting documentation by 4:00 PM, May 30, 1995 to Paul J. Webber, P.E., Delaware River Basin Commission, 25 State Police Drive, P.O. Box 7360, West Trenton, NJ 08628. The qualification statement including curriculum vitae shall be limited to five 8 1/2'' x 11'' sheets, two-sided, double-spaced printing. Font size should be 11 point or larger. Front and back Proposal covers, restricted to Proposal title, firm's identification, and related identification information, are allowed in addition to the five sheets. Any additional statements and supporting documentation exceeding the five sheets and two covers limit will not be considered. (114)
