submission of qualifications data and proposals from interested U.S.
firms which are qualified on the basis of experience and performance to
complete a feasibility study for an Environmental Management Project.
IUSA consists of a diverse set of industries, each of which has its own
unique discharges/wastes and would need tailor-made remediation
technologies. Given the serious problems and a short (4 years) schedule
to fix them, IUSA has decided to carry out a feasibility study which
will address the most serious problems at the complex -- the water and
soil contamination. The study should also address the rehabilitation
and clean up of the lagoon and the design of an integrated resource
recovery/incineration/composting and landfill facility. The objectives
of the proposed study will be to (i) conduct a detailed assessment of
the extent and type of water pollution and soil contamination
resulting from selected facilities of the IUSA Complex in Pasteje,
Mexico, (ii) identify appropriate remediation technologies and develop
cost estimates, (iii) develop and investment plan for the selected
facilities, and (iv) develop an overall investment plan for all of the
remaining IUSA facilities based on the study of a sample of selected
facilities. It is anticipated that the Consultant will select 5
facilities which will be representative of the entire family of IUSA
plants. The scope of the study will include a complete technical and
economic analysis, including an assessment of the most applicable
technologies, the cost of these technologies, an economic and financial
analysis, and an investment and financing plan. The consultant will
carry out a number of tasks as part of the proposed feasibility study.
These will include the following: Task 1: Analyze the Contaminants in
the Lagoon and Recommend Remediation Actions, Task 2: Review and
Analyze the Environmental Problems of the Current Open Pit Landfill,
Task 3: Selection of candidate Plants and Data Collection, Task 4:
Conduct Detailed Audits of the selected Plants, Task 5: Determine
Appropriate Remediation Strategies and Costs, Task 6: Develop an
Overall Investment Program for the IUSA Complex, Task 7: Develop a
Technical program and an Investment Plan for the Remaining IUSA
Plants/Facilities, Task 8: Assist IUSA in Developing Financing Options,
Task 9: Prepare and Submit all Reports. A Definitional Mission (DM)
Report, including a detailed scope of work, is available from the U.S.
Trade and Development Agency (''USTDA''), Room 309, SA-16, Washington,
DC 20523-1602. Requests for the DM should be faxed to the IRC, USTDA
(fax: (703) 875-4009). Please include: your name, company name,
address, and telephone number. No telephone requests will be honored.
If you would like the report sent to you via courier delivery service,
include the name of the courier company and your firm's account
number. The selected consultant will be paid in U.S. dollars from a
grant to the Industrial Unidas, S.A. De C.V. by the U.S. Trade and
Development Agency. The total cost to complete the full scope of work
for this project has been estimated to cost approximately $894,000.
However, because of the high interest of U.S. firms in this project,
TDA is requiring a partial cost sharing from the bidders. As such, the
total bid price for this study is set at $700,000, excluding the cost
sharing contribution from the U.S. firm. During the last several
months, IUSA has reviewed the qualification of several U.S. firms
capable of assisting in this area. Based on discussions with a number
of firms, IUSA has determined that it has a preference for a specific
U.S. firm. However, IUSA has still decided to go through a competitive
selection process to select the most qualified firm. Selection of the
firm will be administered by the IUSA based on the following selection
criteria: 1. Corporate experience in designing and operating waste
management facilities and wastewater treatment plants including
developing specifications, procurement, installation and operations
35%; 2. International experience of the Consultant, particularly in
similar size projects in other countries 10%; 3. Proposed methodology
and soundness of the approach to manage the study and develop and
submit all reports 20%; 4. Background and experience of the proposed
experts, particularly field experience in designing, operating and
managing waste management facilities 30%; 5. Proposed experts'
experience in Mexico 5%. Total 100%. Only U.S. firms and individuals
may bid on this USTDA-financed activity. Interested firms, their
subcontractors, and individuals (including employees of such firms and
subcontractors) must qualify under USTDA's nationality requirements as
of the due date for submission of qualifications and proposals and, if
selected to carry out the USTDA-financed activity, must continue to
meet such requirements throughout the duration of the USTDA-financed
activity. All goods and services to be provided by the selected firm
and its subcontractors must have their nationality, source, and origin
in the United States or Mexico. In no case shall goods or services
having their nationality, source or origin in Mexico exceed twenty
percent of the amount of the grant provided by USTDA. Interested U.S.
firms should submit to IUSA five copies of their qualifications and
technical proposals in English. The selection of the qualified firms
will be on the basis of the criteria listed above. IUSA reserves the
right to reject any and/or all proposals. IUSA also reserves the right
to contract with the selected firms for subsequent work related to the
project. The qualifications documents and technical proposals must be
received by IUSA May 25, 1995. IUSA is not bound to pay for any costs
associated with the preparation and submission of the qualifications
documents. The proposal should be addressed to IUSA. TDA does not need
to receive a copy of the submission. Firms agree by their response to
this announcement to abide by the procedures established for the
