E. Maiden, Contracting Officer The National Park Service (NPS) is
seeking an Architect/Engineering (AE) firm to provide historical
landscape research, historical basemap development, and existing
landscape conditions documentation for George Washington
BirthplaceNational Monument. George Washington Birthplace National
Monument is a 538 acrepark located in Virginia's Northern Neck along
the Potomac River, 75 miles downstream from Washington, DC. The park
was established in 1930 to memorializeGeorge Washington and his birth
site (Wakefield) along with the preservation of the remaining historic
resources of the area associated with his life. On site federal
commemoration of George Washington's Birthplace began in 1896 with the
construction of a 55 foot granite memorial shaft. In 1923, the
Wakefield Memorial Association, led by Josephine Rust, was organized to
undertake the substantial task of commemorating the 200th anniversary
of Washington's birth. To accomplish this, several memorial structures,
including a replica birth house, and landscape gardens and grounds were
completed. In addition to being the location of George Washington's
birth, the park represents a long continuum of memorialization to
George Washington. Associated features of these periods have gained
historical significance in their own right. George Washington
Birthplace is in need of basic historical research, historical basemap
development, and existing conditions documentation of the cultural
landscape to begin to properly manage and interpret the resource over
the long-term. The work will be performed in accordance with National
Park Service policy and standards for cultural landscapes. The project
will be accomplished in two phases that includes a thorough site
history, historical base maps for each identified period of
significance, and an existing conditions survey for the 1andscape
within the park boundaries. Additional research, mapping and field
documentation will be accomplished to identify and locate significant
cultural features outside the park boundary but related to George
Washington Birthplace. Services Requires: The AE will be required to
provide the following services either in house or through specialized
consultants as needed to prepare the project: 1) Historical landscape
research, and 2) Historical landscape architecture. First phase
services will include: 1) Development of thorough landscape history of
site, 2) Development of historical base maps for identifiedsignificant
periods, 3) Development of existing conditions base maps that identify
and locate all known historic landscape resources. Second Phase
Services (OPTIONAL) will include: 1) Identification and documentation
of known resources historically related to George Washington Birthplace
that occur on identified adjacent lands. 2) Narrative, keyed to a
basemap, describing each resource, its relationship to George
Washington Birthplace, and its current condition. Selection Criteria:
1) Professional experience and specialized technical competence in the
field of historical landscape research and historical landscape
architecture as demonstrated in the work as prime contractor or
subconsultant or historic preservation projects of a similar type and
scale as George Washington Birthplace National Monument. Projects
should have been accomplished within the lat five year for the National
Park Service orother public or private preservation- related private
groups and agencies. 2) The professional and academic qualifications of
the principals and project staffto be assigned to project. 3)
Familiarity of local and environmental conditionsof site. 4) Capacity
of firm to accomplish project within time limits as indicated through
size of firm, number of staff assigned to the project and references.
