ARCHITECT-ENGINEER SERVICES ARE REQUIRED FOR Preparation of Facility
Design, Related Studies and Title II Support During Construction of
Whole House Revitalization at Defense Distribution Region East (DDRE),
New Cumberland, PA. In general terms, the project features are the
design of the renovation of approximately 140 family housing units at
DDRE, New Cumberland, PA. The design will include landscaping,
architectural, mechanical, and electrical renovations to various types
of Junior Enlisted, Commanders Quarters, Field Grade, Company Grade,
and Senior Enlisted family housing units. Designs will require the
abatement of asbestos pipe covering, disposal of lead based paint, and
removal of buried oil storage tanks. The firm shall have a minimum of
one certified industrial hygentist. The estimated construction value
is in the range of $10M-$15M. Approximate project start is Aug 95 with
a completion date of Jun 96. Completed documents shall include
detailed construction plans, specifications, design analysis, estimate
of construction cost, and related administrative data. The criteria
which will be the basis for selecting firms are identified in Numbered
Note 24. Additional special criteria include the following: (1) The AE
firm selected shall provide the final design products in the following
CADD format: AutoCadd Release 12. The design is not required to be
performed using a specific CADD system. However, the AE will be
required to provide any digitizing and/or translation services
necessary to deliver the final design products in the aforementioned
CADD format. All responding AE firms must provide discussion of their
ability to satisfy this requirement. (2) Specialized experience with
design of multi-discipline renovations of military family housing
units. (3) Specialized experience with the design of abatement of
asbestos,removal of lead based paint, and removal of underground oil
storage tanks. (4) Professional qualifications necessary to design
multi-discipline renovations of military family housing units. (5)
Professional qualifications necessary to design abatement of asbestos,
removal of lead based paint, and removal of underground oil storage
tanks. (6) Provide examples of three successfully completed military
housing renovation construction projects in which the design was
prepared by the firm. Subcontracting Plan Requirements. If the selected
AE is a large business concern, and the contract amount exceeds
$500,000, the AE shall be required to submit a subcontracting plan with
the proposal. The plan must be consistent with Section 806 (b)(2) of PL
100-180, PL 95-507, 99-661and 100-656. A minimum of 25% of the total
planned subcontracting dollars shall be placed with small business
concerns. At least 5%of total planned subcontracting dollars shall be
placed with Small Disadvantaged Businesses (SDB), including
Historically Black Colleges and Universities (HBCU's) or Minority
Institutions (MI), and 5% with Woman-Owned Businesses (WOB). Contract
awards to SDB, HBCU's, MI's, or WOB's shall be included in the plan.The
type of contract proposed is Fixed Fee. Firms desiring consideration
shall submit appropriate data as described in Numbered Note 24. Firms
desiring consideration must submit SF 254 and 255 for prime,
jointventure(s) and/or consultant(s). Responses to this announcement
received after 26 May 1995 will not be considered for selection.
