Two-Step Sealed Bidding Process. Interested parties should submit
Technical Proposals. Step 1 Technical Proposals shall not include
pricing information. Evaluation of Technical Proposals will determine
the firms qualified to be issued Invitations for Bids. The information
provided by the government to contractors in Step 1 is not binding on
the Government and the actual delivery or performance requirements
will be contained in the invitation issued under Step 2. In the second
step, only bids based upon technical proposals determined to be
acceptable, either initially or as a result of discussions, will be
considered for award, and each bid in the second step must be based on
the bidder's own technical proposal. Only one technical proposal may
be submitted by each offeror. Provide contractual services for the
adjusted inventorying, packaging, transporting, and disposal of HAZMATs
located throughout the Southern Region of (USDA)-Forest Service (FS).
The FS has a complete in-depth inventory and characterization of these
wastes. Awarded contract will be to finalize FS's inventory, and
package, transport, and dispose of the wastes. The HAZMATs identified
for disposal are on National Forest's land located in the following
states: AL, KY, GA, TN, FL, LA, MS, VA, AR, OK, SC, NC, and TX. Provide
all personnel, labor, equipment, tools, material, training,
supervision, transportation, packaging, storage, disposal, and other
items and services necessary to dispose of hazardous wastes. Offerors
must Respond to All Evaluation Factors. Proposals will be evaluated and
categorized in one of the following: acceptable; reasonably susceptible
of being made acceptable; or, unacceptable. Any proposal which
modifies, or fails to conform to the essential requirements or
specifications of the request for technical proposals shall be
considered non-responsive and categorized as unacceptable. Evaluation
Factors which will be used are: (a) Technical Proposal. The FS will not
incur or reimburse any additional costs in the preparation of
contractor's Technical Proposals. The offeror shall prepare a Technical
Proposal indicating how they propose to accomplish the government
requirements. (b) Time in Business and References. Three years minimum.
(c) Full-Service Firm. Capable of and experienced in managing all
aspects of this work. (d) Treatment Storage Disposal (TSD) Facility.
Shall own and/or control their own US or State Environmental Protection
Agency Resource Conservation Recovery Act (RCRA)-permanently permitted
Treatment Storage Disposal (TSD) facility. (e) Financial Status.
Contractor shall provide information indicating TSD closure capability
and financial status of the firm; i.e., Dunn & Bradstreet Financial
Report or equivalent. (f) Contract Employees. Key Personnel (g) Past
Performance on Contracts with Government Agencies and Private Industry.
Contain at a minimum: project descriptions; dollar value of the
contract (if the Contractor was a subcontractor, show both overall cost
and Contractor portion); name and telephone number of point-of-contact
for the work; and other information the Contractor believes is
relevant. Only those projects of a hazardous materials nature need be
submitted. (h) Minority Business Enterprise (MBE), Small Disadvantaged
Business (SDB), and Women Owned Businesses (WOB). The effort to
involve MBE, SDB, and WOB will be considered in the selection process.
