furnish all labor, materials, equipment and tools for the repair of
Freight/Passenger Elevators No. 1, 8 and 9 in buildings 202, 203 and
204 at the Army Research Laboratory, Adelphi, Maryland. The anticipated
period of performance is 170 days. Technical expertise is required in
each of the following areas: Elevator Mechanic(s) with a minimum of six
(6) years prior work experience in the areas of, installation,
supervision, and testing of elevators to include their type and rating.
Helpers or apprentices with less than two (2) years experience will be
permitted to work under the direct supervision of an Elevator
Mechanic. Elevator Mechanics shall be factory certified to work with
MicroProcessor Computer Systems as specified: Electricians with a
minimum of six (6) years, in the areas of installation of and the type
of system. Helpers or apprentices with less than two (2) years
experience will be permitted to work under the direct supervision of a
certified electrician. Welders shall be certified and possess prior
work experience. Facilities available -- information which demonstrates
that the contractor has available under direct employment and
supervision, the necessary organization and facilities located within
a reasonable distance (100 miles radius) from the Adelphi Laboratory
Center, Adelphi, Maryland. This proposed procurement is being
considered for 100% set-aside as 8(a) competitive, Small Disadvantaged
Business (SDB) or Small Business (SB) in that order. Interested
parties should send qualification statements as described in Note 25 to
the above address as soon as possible, but no later than 15 days after
this notice is published. This qualification statement must include
evidence of capability to perform in the above areas and a positive
statement of eligibility in one of the potential set-aside areas. If
adequate interest is not received from 8(a) concerns, this procurement
will be considered for SDB set-aside. If adequate interest is not
received SDB concerns, this procurement will be considered for SB
set-aside. If adequate interest is not received from SB concerns, this
procurement will be conducted on an unrestricted basis without further
notice. Therefore, replies for the solicitation are requested from all
businesses and educational concerns. All responsible sources may
submit a bid or proposal which will be considered by the Agency. No
