The Atlantic Ranges and Facilities located at the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland requires an operations and maintenance support contract for the MQM-8G (ER) and MQM-8G (EER) VANDAL Aerial Targets System located at the National Aeronautics and Space Administration's (NASA) Wallops Flight Facility, Wallops Island, VA. The requirement is a follow-on effort to contract N00421-91-C-0110 which was awarded to Allied Signal, Inc., Bendix Guidance Systems Division, 43 Williams Avenue, Teterboro, NJ 07608 on a sole source basis. The prospective requirement is also being pursued on a sole source basis with Allied-Signal citing FAR 6.302-1 '' Only one responsible source and no other supplies or services will satisfy agency requirements,'' as the basis for permitting other than full and open competition. Specifically, Allied-Signal is the sole designer, manufacturer, and installer of the VANDAL automatic test system, the guidance control console, and all the support and electrical control equipment. Allied-Signal is the only company ever to develop and manufacture this target system, which evolved from the early ''Bubble Bee'' program, to the TALOS system, to the present VANDAL. Integral to VANDAL support is Allied's unique capability to provide a simulation program that plots new projectile and tracjectory scenarios specifically for the VANDAL. It is the only program in existence for developing new trajectory simulations, and it is crucial to the data analysis conducted on VANDAL scenarios. Allied-Signal developed, at its own expense and retains the sole proprietary rights to the simulation program, which is the essential requirement for successful VANDAL operations. Since Allied-Signal is the only company involved in the the development and manufacture of this complex target system, it is also the only company capable of performing the maintenance and up-keep of the the VANDAL system to best ensure successful VANDAL launches and tests.
