a qualified contractor to; perform study, provide analysis and
recommendations for required fixes/refurbishments and design
modifications on Ground-based Electro-Optical Deep Space Surveillance
(GEODSS) Main and Auxiliary Telescopes, precision pointing mounts, and
associated control electronics (MPACS) at GEODSS Sites in Diego
Garcia, BIOT, Maui, HA and White Sands Missile Range (WSMR), NM to
include the GEODSS Test Site and storage areas at WSMR; and control
electronics as directed by the Government. Contraves Inc., acting as a
subcontractor, developed, manufactured, and delivered the telescopes
as part of the original GEODSS development contract F19628-78-C-0093.
Prospective bidders will be subject to the following screening critera:
(a) secret security classification, (b) working knowledge of GEODSS and
familiarity with the design and installation of the Contraves
telescopes, mounts, and control electronics, (c) knowledge of the
specific actions that may be necessary to restore GEODSS telescopes,,
ounts and control electronics to like new condition such as, design,
test, analysis, disassembly, fabrication, assembly and alignment,
integrations/checkout, and performance testing of large aperture
telescopes, corresponding mounts, and control electronics like those
used in GEODSS, (d) completion of the study, analysis and initial
recommendations no later than 90 days after contract award. Interested
firms capable of meeting the above criteria must submit their
statement of qualification within 15 days of this announcement. The
statement must explicitly address the firm's ability to meet the above
screening criteria and should not be longer than 15 pages including
any graphics, tables, or photographs. Any offeror initially judged to
be unqualified will be provided a copy of the solicitation or request
and any offer such a firm may submit will be evaluated without
prejudice. This synopsis does not constitute an IFB or RFP and is not
to be construed as a commitment by the Government. The Government does
not intend to award a contract on the basis of this notice or
otherwise pay for information solicited. All small business and
