Contract Specialist Cheryl O'Neal ext. 217 (206) 967-2151 (Site Code
DAKF57) Provide the administrative support, required developmental
procedures, elementary and secondary remedial level courses, testing
and instructional services in order to deliver soldier development
programs providing academic instruction in job-related skills,
including Functional Academic Skills Training program (FAST), High
School Completion Program (HSCP); English as a Second Language (ESL),
Professional Development Educational Program (PDEP). Provide the
administrative support and educational testing services for all
delivered programs. Provide the administrative support, services in
order to deliver Army supported unit training and individual
distributed training, leader development, and self-development through
training and multimedia services. Provide the administrative support,
prescribed courses, instruction, monitoring, and academic resource
support, and tutorial services for computers. Provide the
administrative support, prescribed courses, instruction, monitoring,
foreign language skill enhancement, mission-required foreign language
training and mission-related foreign language training, Foreign
Language Training Center Operator support for the FLTC and unit
language facilities and the instructors; materials preparation/adaption
to include computer assisted instruction; translation services;
in-service training for instructors; and instructional services.
Delivery of these services may be required at Madigan Army Medical
Center, Yakima Training Center, Huckleberry Creek Training Center,
Vancouver Barracks, Camp Murray, Portland Recruiting Battalion in
Portland, Oregon and Oregon Army National Guard in Salem, Oregon and/or
other satellite facilities. Offerors must be accredited institutions of
postsecondary education recognized by Commission on Recognition of
Postsecondary Accreditation (CORPA) and the U.S. Department of
Education (ED). Only U.S. accredited degree granting institutions that
are able to grant transferable college credit for Professional
Development programs will be considered for this contract. This is a
firm fixed-price requirements type contract for Base Period (1 Sep 95
thru 31 Aug 96) with three one-year option periods. The proposed
procurement listed here is being considered for 100 percent setaside
for small disadvantaged business (SDB) concerns and 100 percent
set-aside for small business (SB) concerns. Interested SDB and SB
concerns should, as early as possible but not later than 15 days of
this notice, indicate interest in the acquisition by providing to the
contracting office above, evidence of capability to perform, and if a
SDB provide a positive statement of eligibility as a small socially and
economically disadvantaged business concern. If adequate interest is
not received from SDB and SB concerns, the solicitation will be issued
as unrestricted without further notice. Therefore, replies to this
notice are requested from all business concerns as well as from SDB and
SB concerns. Small disadvantaged business concern means a small
business concern that is at least 51 percent unconditionally owned by
one or more individuals who are both socially and economically
disadvantaged, or a publicly owned business that has at least 51
percent of its stock unconditionally owned by one or more socially and
economically disadvantaged individuals and that has its management and
daily business controlled by one or more such individuals. This term
also means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceding three fiscal years not in excess of $5 million. SIC Code:
