Concepts and Technology, acting as the Executive Agent for the Office
of the Secretary of Defense and the Joint Chiefs of Staff undertakes a
program of Command and Control Research consisting of a set of
initiatives designed to improve both the state of the art and the
practice of command and control. Given the dramatic geo-political
changes that have taken place in recent years, the increased emphasis
on operations other than war, and the rapid advances in technology,
there is a need to reassess DoD's approach to command and control. The
Center's initiatives include the identification of critical Command
and Control issues as well as various studies and analyses to determine
new approaches to command and control and assess their potential
effectiveness. The scope of this effort will cover the following two
areas: 1) Basic and applied research and analysis in Command and
Control and 2) Evaluation and assessment of Command and Control
including C3I systems, organization, doctrine, and technology. The type
of contract anticipated will be a time-and-materials, task
order/requirements type contract for a base year plus three option
