Non-personal services to provide Independent Developmental Evaluation (IDE) for information systems support at Continental United States (CONUS) and Outside Continental United States (OCONUS) locations in support of the U.S. Army Information Systems Command (USAISC) and the U.S. Army Information Systems Engineering Command (ISEC). Some of the major requirements include preparing Test and Evaluation Master Plans (TEMPs), Independent Evaluation Reports (IERs), and Independent Evaluation Plans (IEPs). Top Secret/SCI security clearances will be required for some personnel. A facility clearance of top secret is mandatory. The contract will be for one year with four one-year options. This contract is subject to the Service Contract Act and the place of performance may vary. Wage determinations have been requested for Alexandria, Virginia, Petersburg, Virginia, and Eatontown, New Jersey. The contracting officer will request wage determinations for additional localities if asked to do so in writing by May 15, 1995. Solicitation release date is on or about May 15, 1995.
