Development and delivery of a national educational program entitled
Introducction to Metropolitan Transportation Planning for professionals
and decisonmakers covering the metropolitatn transportation planning
and programming process. The Request for Proposals (RFP) calls for
development of two distinct educational programs that will assist
participants in the metropolitan planning process in seizing the
opportunity provided under ISTEA to enhance metropolitan transportation
planning, programming, and decision making. One program will be
targeted to professional staff at all levels and at a variety of
agencies particpating in the metropolitan transportation planning and
programming process in different ways. The other program will be
targeted to decision makers involved in the metropolitan transportation
planning and programming process both directly and indirectly. The
programs will clearly explain the planning process, the process
participants, their respective roles and responsibilites, and the way
in which good planning practice will assist participants in fulfilling
their responsibilities. To obtain a copy of the complete RFP, send a
written request on organization letterhead to the National Transit
Institute at the above address. All proposers MUST request an original
RFP in order to be eligible to submit a proposal. Requests must be
received by May 15, 1995. RFPs will be mailed by first class surface
mail no later than May 31 with proposals due June 27. RFPs will not be
faxed. Express mail is at the requestor's expense. Disadvantaged
