Y -- DUE 051295 POC For copy, Harry Krautlarger/Pkoe/(405)739-2983, For additional information contact Harry Krautlarger/Pkoe/(405)739-2983 Request for Information: Tinker Air Force Base Limited Partnership Project (Oklahoma City, OK): A recent housing market analysis of the family housing market supporting Tinker Air Force Base in Oklahoma City, Oklahoma projected a deficit of 657 family housing units by 1999. To partially alleviate this shortfall, and to test one of several 3rd party financing initiatives it is considering, the US Air Force is contemplating entering into a limited partnership with a financier/developer general partner for purposes of constructing, operating, and maintaining 200 family housing units for primary occupancy by military members and their families as renters. Houses will be constructed within a reasonable commute from Tinker AFB and will compete with the existing housing in the community for occupants. That land has not yet been identified. During the design stage, work will be performed to prepare the site for construction. After the design stage, work will be performed to prepare the site for construction. After the design is mature, the developer will obtain required financing to complete the project. The total duration of the partnership will not exceed 30 years. After the final partnership agreement is negotiated, the USAF shall behave as a limited partner, with no active particiation in the management of the project. Other details of the project include: Military families shall be given preference in occupancy; after a unit has been vacant for some period of time with no military member renting it, it would become available to civilians. Military members living off base currently are entitled to a basic allowance for quarters (BAQ) and a variable housing allowance (VHA). Rents shall be capped at a military member's maximum allowable housing cost (MAHC, defined as (1.5 x BAQ)+VHA). Military members will not pay separately for utilities. Cost for these will be included in the rent. The affected military members will however, pay their own phone and cable coverage. It is possible that in order to make this a financially feasible project while allowing rental rates to be capped, the Air Force may have to contribute some ''seed money'' or ''incentive funding.'' This interest in the partnership will take the form of a grant, with no financial return expected. Legislative language permitting appropriate features specific to this project is currently being coordinated within DoD.
