Software shall be able to track and manage the following: Position Management Information, Basic Personnel Data for Japanese Nationals and U.S. Labor Force; Personnel Security Information and Requirements, Awards/Discipline, Safety Programs, Performance Appraisals, Travel of Organization Personnel, Language Competency, Skills, Proficiency and Testing; English Training; Training and Tracking Individual Development Plans, Consolidated Activity Training Plan, Apprentice Qualifications, Job Qualifications or Requalifications, and Skills Tracking. Software shall provide Data into an automated Labor Distribution system via the Organization's LAN System (Novell 4.1 Environment); shall have security for Privacy Act data down to each data field; Shall be user friendly. Software shall be able to import and export data; and shall be able to be accessed by remote users in Sabeo, Japan and Guam. Contractor shall be responsible for conversion of data for Yokosuka and Guam and for installation and training at Yokosuka, Japan. Following technical evaluations, a visit to vendor's site may be required by the Actvity. All responsible sources may submit a proposal which shall be considered by the agency.
