Carrington (202) 767-2550. The Naval Research Laboratory (NRL) has a
requirement for research, development, documentation and installation
of an epoxy lining (NRL-4B) on the interior surfaces of water pipes.
The NRL will provide the contractor with the formula to integrate the
NRL-4B epoxy lining. The work is intended to demonstrate that the epoxy
lining, a 100%-solid two component, may be successfully applied in
water pipes by the ''Air-Sand'' application method. The work will be
performed on various water pipes at U.S. Navy buildings located in the
Washington, DC area. All licenses, certifications, authorizations,
material and equipment necessary for the performance of this work is
the responsibility of the successful contractor. The contractor must
obtain certification from the National Sanitation Foundation (NSF), Ann
Arbor, Michigan that the NRL-4B epoxy lining to be used has been
tested, suitable and in compliance with Standard 61, ''Drinking Water
System Components - Health Effects'' prior to commencing work. The
contractor shall open, close, reassemble, make watertight the water
piping system and restore the pipes and work site to original
configuration. The contractor shall furnish all materials and equipment
necessary to accomplish the work. The contractor shall dispose of all
waste material, including used abrasives, in accordance with federal
and local regulations. The schedule of the work must minimize the
downtime of each building. It is estimated that the performance of the
work is approximately three (3) days for each building (4 buildings)
and approximately three (3) weeks for the entire scope of the project.
It is contemplated by the government that this will be a CPFF
completion type of contract. The solicitation will close 30 days after
