THE TENNESSEE AIR NATIONAL GUARD, MEMPHIS INTERNATIONAL AIRPORT,

615/532-3217. Provide labor, materials, equipment and other services
necessary to construct a 17,600 SF structure which houses
administrative facilities, library/research/tools/parts area, toilet
facilities, mechanical/electrical building equipment areas, battery
charging area, bulk storage, a machine shop, four repair bays, a
refueler maintenance bay, and outside wash area, and covered storage.
The new vehicle maintenance facility will include specialized systems
used in the maintenance of the base non-AGE equipment. The specialized
equipment in the facility will include an overhead bridge crane
spanning two repair bays, a 10,000 pound two post hoist, specialized
vehicle exhaust systems for exhausting vehicles during test running,
air and electric drops for vehicle service, 185 lb compressed air
system for inflation of tires to 145 lbs, a tire inflation cage for
personnel protection in the event of a tire bursting during inflation,
oil/water separator modifications to receive non-water materials in
the event of a fuel spill, and heating of the repair bay areas. The
refueler bay will have in addition to the above specialized systems,
specialized fuel leak detection systems in the air and drain systems.
In addition to the higher than normal compressed air systems, the
refueler bay will also have provisions for Grade D breathing air for
personnel working in the refueler systems vehicle. Special provisions
for adequate emergency breathing air capacity have been provided in the
design. Emergency eye wash/shower capabilities have been provided in
this part of the facility. The contractor will also be responsible to
provide labor, materials, and pertinent services to perform the work
required to demolish three concrete pads of varying size, demolish
three small buildings, perform asbestos abatement and demolition of two
medium size buildings, and demolition of one larger building. Provide
the foregoing to install necessary site utilities, asphalt paved roads,
repair of asphalt surface where demolition has occurred, installation
of new asphalt surfacing, and landscaping plant materials and sprinkler
systems. Additionally the contractor will provide the foregoing to
renovate Building 452 AGE complex which includes the demolition of
existing exterior and interior walls, construction of new interior
partitions, installation of a new bridge crane without interfering with
the existing building systems, and installation of three new large
overhead doors to serve large vehicles. There is also a requirement for
outside covered storage. Due to some of the existing facilities
remaining active during the course of construction, some of the work
may require phasing in order to minimize disruption to operations.
Performance time will not exceed 365 days. The construction cost range
is between $1,000,000.00 and $5,000,000.00. Interested concerns should
as early as possible, but not later than 15 calendar days after
publication of this notice, indicate interest in bidding as the prime
or as a subcontractor the project, providing evidence of capability to
perform including references for similar work with contract number,
points of contact and telephone numbers, and if appropriate, a positive
statement of eligibility as small socially and economically
disadvantaged business concern. In addition, dollar amount of current
construction bonding capability is required. The Contracting Officer
will utilize the information received to make a decision to issue this
solicitaion as set-aside for Small Disadvantage Business (SDB) or as
``unrestricted'' without further notice and will then formally
advertise the project in the Commerce Business Daily. Therefore,
replies to this notice are requested from all interested business
concerns as well as from SDB concerns. Replies must indicate the firm's
size status such as large business, small business, small disadvantaged
business, or 8(a). The Standard Industrial Classification (SIC) Code is
1542. The applicable small business size standard including affiliates
is no more than $17 Million in average annual revenue for the previous
