Contracting Officer Project generally consists of, but is not limited
to the following: 1. Removal of existing ALS light fixtures and rigid
towers; ALS concrete foundations; and ALS power substation and
foundation. 2. Disposal of oil-filled transformers from power
substation and transformer bank containing possible PCB materials. 3.
Disposal of capacitors in RAIL flashers containing possible PCB
materials. 4. Removal of RWY 31R power substation, gravel plot,
fencing, transformer bank, and all concrete foundations. 5. Fill and
build up plot area at stations. 6. Construct concrete foundations for
MALSR light bars and GP-1 towers, and equipment building. 7. Assemble
and wire threshold, EMT and tower mounted lights. 8. Clean, assemble,
paint & erect GP-1 towers. 9. Install underground duct/wiring system
with associated concrete handholes and steel pull boxes. 10. Install
fiberglass equipment building and grounding/lightning protection
system. 1. Install crushed rock surfacing and add 2'' crushed rock to
existing access road, re-shape & grade. The estimated price range is
between $250,000 and $500,000. This procurement is open to both large

Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to surety against losses.
Loans are also available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
