D. Watson (310) 336-4730. The Government intends to modify the last
four Defense Satellite Communication System III (DSCS III) spacecraft
acquired from Martin Marietta Astro Space (MMAS). The modification will
include, at a minimum, the replacement of 40 Watt Traveling Wave Tube
Amplifiers (TWTAs) in Channels 1 & 2 by 40 Watt Solid State Amplifiers,
the addition of Electrothermal Hydrazine Thrusters (EHTs) to augment
and increase the efficiency of the DSCS III propulsion system, and the
replacement of two inboard solar panels with high efficiency material.
Any persons or companies interested in this notice are to respond by
submitting an unclassified Statement of Capabilities (SOC) not to
exceed 10 pages in length within 15 days of publication of this
synopsis. The SOC must clearly demonstrate the source-s ability to
perform the following: a) Integration of all anticipated design
changes, b) Verification testing in accordance with existing plans and
procedures, c) Dynamic loads analysis, d) Properly balance the
spacecraft, e) Qualification of new parts and devices, and, f) On-orbit
testing and anomaly resolution for the modified hardware. The first
modified satellite must be ready to begin system-level launch readiness
testing at the MMAS Valley Forge, PA, facility 15 months prior to
launch. The launch is currently planned for not later than July 1999.
The estimated period of performance for the entire modification program
is five years starting in February 1996. The spacecraft are currently
stored and monitored by MMAS at their Valley Forge facility. The
Government intends to contract with the incumbent contractor, MMAS,
unless firms submit clear and convincing documentation demonstrating
their ability to meet the Government-s require-ments. MMAS has
designed, developed, and launched DSCS III satellites and is perceived
to be the only known source capable of fulfilling the above
requirements. This synopsis is for information and planning purposes
only, it does not constitute a Request for Proposal (RFP). Information
herein is based on the best information available at the time of
publication, is subject to revision, and is not binding on the
Government. The Government will not recognize any cost associated with
the submission of the SOC. A determination by the Government not to
compete this proposed action based upon responses to this notice is
