Qualified Sources Sought, SOL RFP 3589-POS-CSS. MK Ferguson Company
(MK-F), is currently performing work under a Department of Energy Prime
Contract at the Weldon Spring Site Remedial Action Project (WSSRAP)
located in St. Charles, Missouri. Qualified sources are being sought
for the supply of serveral types of process equipment to be used in the
construction of a Chemical Stabilization/Solidification Plant (CSS).
Interested qualified parties should have the ability to construct
equipment in accordance with hard specifications and stringent quality
control procedures. Following is a brief description of the general
types of equipment anticipated to be required under these procurement
actions: (1) THICKENERS: One mechanical continuous thickener with feed
launder, central feed well, rake mechanism, and tank with internal
overflow launder and central collection cone. Materials of construction
to be carbon steel. Feed launder and rake mechanism to be supplied with
drive mechanism, torque measuring device, and automatic rake lift
system. Diameter of tank approx. 50 feet. Mechanism to dewater a dilute
thixotropic sludge. Slurry fed rate is 380 gallons per minute.
Estimated value is over $200K. One inclinded plate type thickener with
feed well, plate section, overflow launder, and mechanical screw
collection system. Unit to dewater 200 gpm of slurry at 20 percent
solids. Solids to be 100 percent minus 100 mesh. Materials of
construction to be carbon steel. Estimated value is over $75K (SIC
3531). (2) HORIZONTAL MIXERS/BLENDERS: One dry horizontal blender for
blending cement and fly ash. Feed rate to be 38 tons per hour of fly
ash and 25 tons per hour of cement. Unit to be equipped with dust
enclosure to prevent fugitive dust emissions when connected to feed and
discharge systems. Materials of construction to be carbon steel.
Estimated value is over $60K. Two horizontal twin shaft blenders to mix
a sludge slurry with dry binder component. Units to be capable of
receiving feed and discharging product on a continuous basis. Shaft
assemblies to be equipped with plow type mixing blades. Units to be
vapor tight when coupled to feed and discharge systems. Materials of
construction to be carbon steel. Feed rates are 120 gpm sludge, 5 cubic
feet per minute dry binder. Estimated value is over $100K (SIC 3531).
(3) HIGH SHEAR MIXERS: Require two blenders which impart high shear in
the mixing zone to mix a slurry feed with dry binder component. Units
to be capable of receiving feed and discharging product on a
continuous basis. Units to be vapor tight when coupled to feed and
discharge systems. Materials of construction to be carbon steel. Feed
rates are; 120 gallons per minute sludge, 5 cubic feet per minute dry
binder. Estimated value is over $140K (SIC 3531). (4) AGITATORS:
Require two vertical mount agitators to supply off bottom suspension of
slurry consisting of 15 percent solids in water. Specific gravity of
solids approximately 3. Largest particle size to be one-quarter inch.
Agitator to be mounted on 40 foot diameter by 40 foot tall, flat bottom
tanks. Horse power estimated to be 200-300 Hp. Units are to be supplied
with drive mechanism, motor, shaft, shaft to tank vapor seal, and
impeller. Materials of construction of wetted components to be carbon
steel with elastomer coating where appropriate. Estimated value is over
$500K (SIC 3531). (8) CONVEYORS SYSTEMS (BELT): Require multiple (6-10)
belt conveyors to collect and transport wet earth internal to a
screening plant. Belts will be of various lengths and widths. Widths
will vary from 12 to 24 inches. Belts to be supplied with drives,
tension systems, covers, emergency stop cords, and access for
maintenance. Estimated value is over $115K. Require 5 weigh belt
feeders. Units to feed cement and fly ash from storage silos. Feed
rates are; 250 pound per minute maximum fly ash, and 190 pounds per
minute maximum cement. Units to be dust right when installed into
system with allowances made for ease of access for maintenance.
Estimated value is over $110K (SIC 3535). (9) CONVEYORS (SCREW):
Require multiple (6-10) screw conveyors for transport of dry cement and
fly ash. Length of conveyed distance will vary for each unit. Materials
to be conveyed are cement, fly ash, and a mixture of both. Volumetrics
for materials are; 2.0 cubic feet per minute cement, 3.5 cubic feet
per minute fly ash, and 5.5 cubic feet per minute of the mixture.
Estimated value is over $70K (SIC 3535). (17) CRUSHERS: Multiple
crushers will be required. Anticipated needs are a jaw, cone, and
rolls, but size and type may vary. Service will be for installation in
a sample tower to prepare a representative sample from 6 inch oversize
material from a screening plant. Estimated value is over $155K (SIC
3532). (18) SCREENING EQUIPMENT: Require one trommel screen. Unit to be
6 feet diameter and 30 feet long. Feed will consist of minus 6 inch
material and produce and undersize product of minus one and one-half
inch. Unit to be skid mounted and come complete with trommel screen,
drive mechanism, and an internal spray bar for wet screening. Estimated
value is over $60K. Require one double deck, vibrating screen. Unit to
be furnished complete with screen cloth for both decks, frame
assembly, and drive mechanism complete with motor. Estimated value is
over $30K (SIC 3531). (19) DEWATERING SCREENS: Require one dewatering
screen capable of separating plus 100 mesh material from a slurry
stream. Unit may be a fixed bar type or vibrating type. Feed flow rate
to be 200 gpm. Estimated value is over $15K (3531). It is anticipated
that the proposal packages for the above noted equipment will be
issued for bid between May 1995 and January 1996. Only full proposals
for each entire equipment package noted above will be solicited under
this procurement. Abbreviated pre-proposals will not be accepted. It is
anticipated that the type of award will be firm fixed price for each
numbered package. Suppliers interested in any or all of the above noted
equipment packages shall submit a letter of request indicating the item
number and package description for each bid package requested. Since
this is a set-aside for small business, letters of request shall also
include a statement verifying that the organization is a small business
concern. All letters of request shall be submitted prior to MAY 30,
